Hello,Sorry to hear you are having issues. You can not scroll the Start menu in the pinned shortcut area while in Windows 7/Modern style. What you can do is add more space for shortcuts or use the Grid mode. You can scroll when you in "All Program" mode.
From what I know, you can not remove Start menu button. But, I believe, you could Hide Start menu button, by using transparent custom Start button. Something like this: https://www.wincustomize.com/explore/start_menu_buttons/565/

You can hide the Start button here, but unfortunately this is unavailable on the vertical taskbars.
Sorry, with the Start button hidden, you'll have to use the Win-Key to open the Start11 menu. If you have a mouse with programable buttons, you could program a button to open the Start11 menu.
You can show the All Apps in a scrollable list.
I was not sure if you were doing a trial or owned Start11. If you are new to Start11v2, there is a little bit of a learning curve in navigating the Configuration app. Start11v2 is a very powerful app with many customizations. I use the Windows 10 Style menu with 233 Shortcuts and 27 Tabs. I can get to anything I use on a regular basis with two clicks.
