There is only one row of icons in the notification area, there should be multiple rows at least as many as possible rows in taskbar.
This is normal behavior in Windows 11, and Start11 does not allow for multiple rows on the System tray either.

Besides, if I wanted "normal Windows behavior " why would I use or pay for your software??
This is "normal" aka good Windows behavior.
Windows 10 shows multiple rows of icon in the system tray, but Windows 11 has never shown multiple rows of icons in the system tray.
Start11 will provide multiple rows on the taskbar, but not in the system tray.
This is Windows 11. So it ALWAYS had this if anything.
Only if you are using a third party software or a registry hack to force the Windows 10 Taskbar.
What do you mean? Perhaps, post a screenshot showing Windows 11 default has multiple row icons on taskbar tray area.

Perhaps you are confusing what Windows 10 can do with what Windows 11 cannot.
Yes, Windows 10 can have multiple rows... I checked [though I never use them].
I do NOT have Windows 11, however those that do are telling you it is NOT a function of Windows 11.
No release of Windows 11 has supported more than one line of tray icons without some sort of modification.
