Have clean install of Windows 11 Pro. Installed Fences 6 and seemed to install fine. Used default fences which came up on right side of screen. Also, the default created a "Downloads" fence to the Left of the 3 vertical fences (Programs, Folders, and File & Documents). The default fences also put the apps in the correct areas. The issues are:
1. Can't drag fences to anywhere else on screen.
2. Sub-fence menu drop-down does not work. Right click on top of the fence brings up the menu but Configure fences does not work. Thought the fences were locked but can't access that functionality due to not being able to Configure. Interestingly, the Sort and View functions work.
3. Can't drag icons into or out of the fence.
Uninstalled/Installed several times and even tried installing v5. Same problem regardless of install.

Second, do know that officially Fences lock function was removed since Fences 5, perhaps if you have to locked. https://support.stardock.com/space/SHC/1621360668/Show+%22Lock+Fences%22+in+Fences+5

You said don't work on both. May I know if you actually see the locked Fences option on your right click menu? Sometimes you need to use the "Show more options" to see it. And, you have "tick" it to lock and un-"tick" it again to unlock it and test?
If yes, do you have any application installed that create its own desktop overlay such as the case reported here: https://forums.stardock.com/494957/get;3749819?

A couple of things... The Lock option did not appear in any menu (including Show More Options). That said, I do have a new Surface Pro with the Recall (Preview) functionality. I have not yet enabled it but wondering if it has some hooks that have change the Explorer layer (that you may use) in some way. This is the first PC that I have had with that functionality.
The next thing I will try is to reboot in safe mode (again). I did it a few mins ago and had to download the Fences.req file as Fences was not recognized as installed/loaded in the safe mode with networking mode (which has no internet access). That said, the Fences.req file that I downloaded seems to be flowed as, when I tried to upload at your activate site, it said I had the wrong product key. The only think I can think of is that I didn't enter the "-"s when I entered the key in safe mode. Will do that next.
Don't have Surface Pro to verify this, However, I have forwarded your problem/question to Stardock Support Team for their assistance. Please keep an eye on this thread for any updates. We appreciate your feedback and patience.
While waiting, please report your current Windows 11 full version and OS Build number. You can use Winver.exe to get these numbers.

Unfortunately, no go on the safe boot plan. Response file was created correctly but system would not allow the dialog to process it further. With regards to windows version...v2 4H2 (OS Build 26100.4351). Windows 11 Pro. Thx much...gonna hit the sack but will check back tomorrow.
One more thing. For the heck of it, I installed Fences 5 to at least see if I could get the "Lock Fences" option with a right click in the Fence and i could. Fences ARE NOT locked.

You hit max activations with Fences 6 for your single activation (PC) key.
I have deactivated
Uninstall any version of Fences you have now, and reboot
Go here:
C:\ProgramData\Stardock (copy \ paste that into Windows Explorer)
Delete any 'Fences' directory you may still have there.
Install Fences 6.
You should get an activation prompt, activate the product with your Fences sub key from your account page:
https://store.stardock.com/myaccount/products
You have 2, one single PC, one multiple (5). Be sure to take note of what PCs are on what key. Use the key that have available activaitions.

There is no reason you would ever need to do any of this in 'Safe Mode'.
Pleased to hear it. Now that you know how to manage your licenses from your account page, you can always know what PCs are on what key.
