Hello,
I wish to report what I think is a bug where after changing homeworlds once in the game, I am unable to change Homeworlds again because the button is greyed out with a red text saying "Civilian orbit slots are being used". I was able to change homeworld's early in the game one time but after that, the button is greyed out with that text. I tried capturing a new planet that didn't have any civilian orbit structures and it was completely empty but the button was still greyed out with the text there. I tried trading with an allied AI for getting a new planet with no orbit structures
The map I'm playing on is the new Random 9 Player - Multi Star.

I found a workaround for this problem. By salvaging my original home world, the "Civilian orbit slots are being used" red text goes away and I'm able to create a new homeworld. Not ideal since I have to rebuild upgrades of the former homeworld.
I was thinking I couldn't create a new homeworld because the new planet had orbital structures which caused that red text but I think it may have to do with original homeworld civilian orbital structures preventing me from changing homeworlds.
