I'm a big fan of Start11 so I thought I'd try IconPackager. I installed it and tried a sample change but it doesn't appear to have any effect. Here's what I tried - I'm on Windows 11.
But my jpg icons still look like this, even after a reboot:
I noticed that the path at the bottom is not same as the one where %appdata% lands me, and so I changed the path in Advanced Settings for "Icon Packages Folder," but it didn't seem to change the path on this screen.
What else can I try?
Hello,Sorry to hear you are having issues. Lot of time these specific files icons, in this case jpg, the file icon is control by the application that set to open this type of files. It could not be changed by Icon Packager. It used to able to change, but, something changed in Windows causing it no longer changeable by Icon Packager.
As an example. In my system, jpg file is set to open with Adobe Firework, so all my jpg files icon will look like Firework icon. While my iconpackager jpg files was set to something else.

I agree with Basj here. Windows 11 no longer allows you to change image icons unless you change the "Opens with" setting in the Properties. I used Nirsoft, FileTypesMan to change image icons, but that no longer works either since the Microsoft Photos app was recently updated. Microsoft is trying to force you to use Photos.
Thanks, that explains it. I installed Windows Photos Legacy - there are a couple features I just really like better and wasn't ready to give up - but somehow that has made all my associated image filetypes have those blank thumbnails, as shown. Wish there was a fix but it sounds like nobody has one for Windows 11. I appreciate even knowing that though!
