Shield Generators seem to be more powerful than barrier shields. But barrier shields are further down on the tech tree.
I haven't noticed this until now, but you're right. They both have the same mass and manufacturing cost, but shield generators give more shield strength. For tiny ships: mass 3, manufacturing cost 12, strength of shield generators 10, strength of barrier fields 8. Strange indeed.
Thanks for the catch, im not quite sure if this is a bug or by design, so Im going to run it by the team and circle back
