I do not quite understand how diplomatic relations work. Here is an example from my current game with Drath.
On this screenshot you can see that my current relations with Drath is 0 and if i want to create an alliance with them i need it to be at 9. By the way it is the only way i found to check current relations. I think it should be one of the first things you see on diplomatic screen.
And on this screenshot we see the summary of our relations which equals -3 (5 positive points and 8 negative).
So, which one is true, 0 or -3 ? Or is it that relations can't be less than zero ? But i checked other civs, and numbers don't add up with them too. For example, Manti relations should be 6, but tooltip says it's 5. So, what's the meaning of this ?
I just learned how this works recently myself.
First you want to sum the total of all your diplo modifiers. In your case its at -3.
What this means is...your "end state" for diplomacy is -3. But that doesn't happen immediately, your relationship will continue to decay steadily until it gets to -3, at which point it will stop moving. So your heading to -3, but it takes some time to get there. Likewise for positive scores, your relationship will rise but it takes time.
For an alliance, since you need a 9 relationship, your goal is to get to a +9 overall bonus (positive mods + negative mods = 9). At that point its just a waiting game letting your relationship rise high enough to then get an alliance.

In game i find some technology that gives Diplomacy Bonus +1. What exactly this means? And where i can see current Diplomatic Bonus?
Well, apparently, +1 diplomatic bonus improves you relations with all civs. You can see it when hovering cursor over that civ or in a diplomacy screen. Look at my 2nd screenshot here, you can see "your skill in diplomacy" +1 there. That's it. I think overall current diplomatic relations value (sum of all bonuses and penalties) should be displayed as well, without the need to do a math every time.
But it is no any change in this screen. Before i study this tech it wos "+" and after i study this tech it is still one "+", and after i discouver some more tech - it is still only one "+" in this screen... thats why i ask what it is and how it works :/
Perhaps, another bug then...
I believe to see the real numbers you need to go race by race.
For example look at this screenshot. It is only + (1) skill in diplomacy, but i have at least 3 or 4 technology that give + 1 diplomatic bonus... And it is no any impact form tham i can find
