Screen does not scroll to let you see citizens after you get above 10.
It's not possible to scroll display of citizens when there are two rows. When there are enough citizens to get three rows, the display can be scrolled to see all of the citizens. I don't remember now if there is a scroll bar or if the display can be scrolled with the mouse wheel when the cursor is on the display of citizens. I just know that it does scroll once the number of rows reaches 3.
Old-Spider - I have 12 citizens in the screen above and nothing I did allowed me to access the other citizens.
Now, the question is, should we make the citizens smaller as you get more OR scroll them?
I'm sure I could scroll it once I got enough citizens to get a third row. Maybe something has changed in one of the updates. I'll have to play a game long enough to get more citizens. I think I'll need to generate a race that multiplies like the Mimot to speed up the process.

That's the only way to go.
I'd prefer that the panel expand to the right so that you can easily see all of them at once. I say 'easily' because if they get smaller to fit then their icons will become minuscule on a high-population planet, and that will make reading and clicking on them awkward at best.

Depends if there are going to be any changes to this subsystem. They are already way too cramped at this point, with 3 different tooltip points (Character/Approval/Job). Making it smaller will only make it worse.
To be honest, I always found it to be way too much micro with an interface that complicated things. This is what I mean:
- You have each pop with different stats, that you need to hover over them to see in the tooltip.
- You have the jobs, which are dependent on the stats to be more efficient.
- When you click on choosing the job, that info is gone, so you need to go back and forth the choosing and looking at the character, plus remember which job affects which, which means tooltiping again on the job selection.
- At some point you remember "Farmer and Worker: Diligence, Research: Intelligence, Trader and Entertainer: Social, Soldier: Resolve", but still you need to go back and forth to get the info.So, if you intend to keep this system, definitely recommend adding the stats information to the buttons (so next to farmer you see this characters diligence, etc).
Now, the other thing is that population is used as "fuel" for colony ships and starbase constructors. And you need to pick which pop to load on the ship, and they are "gone" as their stats don't count anymore unless you make a core world with the colony ship. So the logical option is to pick the pop with the crappier stats possible, but you are presented with a screen in which you have to hover every pop to get that information, and it's a choice that comes up A LOT. Perhaps that list should give that info in a vertical list with two columns: current character icons on the left, their stat info on the right.
At this point, I think the combination of per pop stats, jobs and using them for colony ships and starbases creates a lot of needless complexity with a finicky interface. If it were up to me, I'd ditch the random individual stats inside the same race, so humans have the same stats, other races different stats, so you can see by their portrait what they are good at and any pop is the same to send away to space. To make a bit more variety, you can create "gifted" individuals which have better stats and are marked with a small star. So you know you want to keep them around in your planet and not in a starbase never to be seen again.
Scroll, but I'd really like to be able to click on the citizen box and have it expand to show all available citizens, their stats, and a single "what are stats good for" menu at the bottom. This could also be used to solve the issues that Elhoim mentioned on the screen to pick a citizen to load on Colony or Constructor.
Getting back to the original reason for this post.
I did create a race (of roaches ) with a high reproduction rate to check this. I can confirm that scifi1950 is right. I'm still sure that previously I could scroll the screen when the number of rows reached 3, but I can't now.
Notice also that the second row is not completely visible. There is not enough room to show all the images on the second row. The bottom part of the images is missing.

The available to build and the citizens have changed places, could that be the cause?
Used to be more than four cits in a roll.
