+ Personally, I hope so, would be nice to get a conclusion and perhaps a new faction in the game to make things more interesting.
- I think it's unlikely they'll be in the base game on release as the devs have a ton of work already on their plate (hopefully including an art style redesign so that it actually looks like a sequel to Sins 1). Also, I don't know how one could implement them as a player faction and be somewhat accurate to the lore as they'd be crazy OP. They're so powerful that the Vasari don't even know what's been chasing them for thousands of years.
Why have it as a player faction? Go with a similar idea to the Crisis in Stellaris.
I'm not sure what that is but I'm guessing it's an event of some kind. That would work or maybe they could do an npc faction of some kind. Or they could make them playable but they'd be as powerful as three other players with the original factions, but then they'd have to be unplayable if they plan on having 1v1 matchmaking.

This is a mystery better left unsolved, because whatever the answer is will never be as good as what is in your head. If you want a new playable faction, that should be a completely separate issue because making the Vasari Pursuer playable would introduce the need to balance them. Cosmic horror needs to be mysterious and unknowable. Giving it a form and a motive ruins it.
Basically, it's an event that releases an AI faction that's hostile to everyone, referred to as an End Game Crisis.
