After winning my second game on 1.02 I decided to examine the Epic Achievements that I noticed had been triggering as I played. (Press Shift-F3 in game to see your list of achievements).
It seems that some of them don't work, they are not awarded when achieved.
So I thought I would make a list so that others could report whether they had gotten the achievements or whether there are others that are bugged.
First, these are the ones that worked, i.e. were properly awarded when I earned them (or others reported that they'd earned them):

Second, these achievements I believe I earned but were not awarded, so they are probably broken.
Complete a Minor Civilization Quest -- Base game on Epic onlyDiscover a Nebula -- Base game on Epic onlyThird are achievements for winning as the various civilizations. I have now tried all of them.
-All seem to work, but it took me 2 tries with the NavigatorsFourth are various other achievements. Either I know I didn't do these, or I think I might not have done enough to get them, so we don't know whether these work or not. Note that some of the victory type achievements are unavailable because that victory type is not in the game.

You're right, I was looking in the wrong place because I thought I didn't have it already. Turns out I did it more than 6 months ago and forgot about it.
I just got Fleet Victory a few minutes ago. As I suspected when I took a look at the exact internal name of the achievement ("Win_Battle_Against_Many_Ships" (my emphasis), you need a lot of enemy ships in a fleet to get the cheevo.
I obviously don't know the exact lower bound of the number and I'm not gonna play around with a SAM to find out, but when I knocked out a fleet of 19 enemy ships, the cheevo popped.
It did have a Commander Ship in the fleet, but I don't think that mattered has I've killed plenty of them before.
Haven't religiously been keeping track of the fleet sizes I've been killing but I'm reasonably sure I've done higher than 10 before. Also don't know if it matters, but all 19 ships were combat ships of one type or another.
Either way, it works but the lower bound is still up in the air.
Oh, yeah, I've been meaning to comment on this. "Discover a nebula" is not in the Supernova version of the game on Steam, so you might want to update your list to make a note about that. No idea if it is still in the base game version over on Epic.

Yes, I did see it, but was a bit pressed for time and couldn't decide what I wanted to say about it. I'll update it now.
Maybe I'll go ahead and play with SAM after all (I might even have it on my system somewhere come to think of it), relock the achievement, and then find a fleet with 10 ships, then 11, then 12, and keep incrementing by one in order until it pops. Unless someone else here reading this thread feels like doing this. Now that we know the trigger, shouldn't be that hard to narrow it down, especially in an all-out war scenario.
Updated the list to move Against the Tide to the working section. I had thought that starting the Against the Tide challenge would also grant War with the Unknown, since I had only met 2 of the civs when I turned on Against the Tide and they all declared war on me, but it didn't work. It might have been because I had built Eyes of the Universe. Seems like it shouldn't have, though, since building that doesn't let you declare war on anyone you haven't already met.
Looks like "War with the Unknown" requires a player to declare war on someone without researching Universal Translator:
War with Unknown: Wage war against a Civilization without researching Universal Translator (War_Without_Translator)
Just did a test game and it popped immediately when I DOW'ed after meeting the Drengin without first researching Universal Translator.

I just noticed that the Fleet Victory achievement description has been updated to say "Destroy 15 or more ships and win the battle". I just won a battle against 14
I purchased GalCiv IV, then Gal Civ IV Supernova Insiders Edition (thru Epic Games). Both show the same # of Achievements in Epic.
I then purchased Gal Civ IV Supernova (thru Epic), and the Expansion Pass (all of this through Epic). I uninstalled Insider's Edition, and installed Gal Civ IV Supernova, and I am seeing the red Warlords 2.51 when I launch Gal Civ IV Supernova. (yeah, I know I purchased the same game multiple times, lessons learned when using Epic...).
It has been about 7 days now, and I do not see any achievements in the game OR in Epic...can someone advise what I need to do to fix (uninstall reinstall...again...) ?
Updated original post to move Pirate Cleansing to the working list.
Since only pirate bases count, I had to set Hostile Entities to abundant and then kill 4 pirate bases in my home sector, 2 more in the next adjacent sector, and then 2 more in the sector beyond that to get to the required total of 8.
I transferred my Epic to Steam...but it doesn't look like I also have the Expansion Pack I purchased (so no Centuarion / Warlords / etc.)...any ideas on how I get the expansion pack I purchased from Epic to Steam ?
Contact support like you did the base game.
I have tried and tried and cannot get the Breeding Season or Shard of Mithralar challenges to appear on my challenge list to attempt to do them. Over 600 hours and so far I've just been banging my head over and over trying to knock out these achievements. Also, losing by your own terror star doesn't award the one to lose by _a_ terror star. Am I really going to have to do this in multiplayer or hope an AI civ gets to terror stars and defeats me that way? That seems... impractical.

I had the exact same issue until I converted to Steam.
I'm finally over 1000 hours but have not gotten the achievement:
Steam says that 0.3% of players have gotten the achievement, so maybe it's possible, but since 1002 > 1000 I have to consider it broken.
On the Discord chat, both Illauna, with over 2700 hours, and Old-Spider, whose Steam says he has 1697.7 hours, report that they do not have the 1000 hour achievement either. This one is definitely still broken.
