I can't work out how to reassign or replace a commander on a ship? Like when I place them into the ship and the ship spawns.. they seem to be stuck forever... and if I decommission the ship there is no empty slot to rebuild it.
TL;DR : If I have a Commander on a ship and hire a better leader with better stats.. how can I make him the commander of the ship and place the old commander back in my available leader pool to use as a Minister or Governor?
It's not possible afaik.
You can’t. Once they’re given command they are in command.
Actually I found out how you can.. it is a little strange but it works....
Basically if you go to the commander page and instead of dragging them off the ship to the side bar (like all the leader pages) you need to click on the hero until these icons show up....
They are hard to see as they popup UNDER the tooltip... so it is really easy to miss them and sometimes they do not show up.. I think you need to actual click on the portrait in the middle, as in on their actual face or something. Just click all over the place until they popup.
Anyway the 3rd Icon is FIRE. Clicking this will send the hero to the left available panel, and destroy the ship. You can now put a hero back in the ship to spawn it at your home system.
There is an exploit here. (as long as you are happy to clear all the XP on the ship).. as you can basically always teleport your commander ships home by doing this and then putting them back in the same ship strait away. This will clear the ship xp and upgrades, but will port the ship back to base.
TBH, I think it's a good mechanic with a clear trade-off.

Yes. Except you can return the commander to the leader po.
This will cause the ship to lose all its experience and it will be a new ship.
I wait till I have good leaders before I choose a command ship, however that is my playstyle.
Just as a footnote - I don't know if this is still true, but at least 1 of the ships from a Culture pick shows up on the Commander tab went you get it. I always get the "Enforcer". One time I didn't like the commander and tried to replace them using the method DCvsMarvel outlined. This was many version ago and I haven't tried to do this since. It took away the ship as well as the Commander. Of course there was no way to get the ship back. As a rule I always save before doing anything new and adventurous in the game
