IconPackager is neat, but I'd like more control, such that I can simply assign individual icons to folders as I see fit.
Can the icons simply be extracted for conventional assignment through folder Properties > Customize ?

You can change individual icons inside the icon pack with your own. But, If I understand you correctly, you just want to change any icons you like with your own graphics? If this what you want. That, I think, is not possible via Iconpackager.

If you have the icons already you can assign individual files and folders there own custom Icons of your choice, i have noticed if you apply a new Icon package and go to were icon packager is installed, in the temp folder, all the current icons can be added to a collection from other packages and then used as individual as you like.
Learnt a few days ago that Icon Packager is not fully supported in Win 11, even though i used edition 5 without issues, but just to be sure i uninstalled it and did exactly what you asked, sure icon packager can do it in nice little groups quickly. I had to use as alternatives Drive Icon Manager and FiletypesMan one word to achieve a similar result
