Could you please get rid of the thing that forces you to pick a policy? There are some policies that just plain suck, especially early on, because they have some penalties that are not worth it (imo). Unfortunately, you can't advance to the next turn because it just pushes you back into the policy selection screen. So you are forced to take a policy that you don't want to eat the penalty on, just to continue to the next turn. Having more policy options should NOT penalize you by forcing you into taking up all of the available policy slots even if they are policies you don't want to enact.
Also, how do we get rid of crime now that governors can't use the enforce law thing?

A simple way around this is to make a "No Policy" card to put in its place.
Regarding Crime: You can build the Surveillance Center (Planetary Mobilization tech) to reduce crime (one per planet). You can also choose the Charity ideological trait (Compassion 3), and the Colonial Law and Policy tech, both of which reduce crime empire-wide. Some Leaders also reduce crime across your empire (though some may increase it, watch for them).
I don't mind having to use Policies, personally. It isn't so bad once a bit of research has been done.
AdamMG has good suggestions regarding crime. In .77 there's a new planetary improvement named something like Law Office that, like the Survelliance Center, reduces crime by 10%. Also the Ministry of Justice tech lets you recruit a Minister who reduces crime across all your core worlds and colonies.
The idea here is that you are forced to pick policies. There is no ideal government so sometimes it's a matter of picking the least bad options.
