This is, by no means, a complete list but here are some of the changes coming up:
Enforce the habitable planet counts so that occasional really means it.
The influenceRadiusRoot changes over the course of the game so that all the players borders eventually grow to fill the map.
Diplomatic modifiers scale over the course of the game via # of turns.
Disabled code that was either preventing ships from moving or forcing them back into orbit.
Put in error checking code to prevent AI from seeing any planets it hasn't explored.
Cruel AI players don't care about defending class 1 planet colonies. Sorry. You're screwed.
Strip mining increases pollution by 1% (instead of 20%) (it adds up)

Draginol in Discord has stated he has asked Derek to look into this problem. So, if it is possible and Draginol believed it was then your answer is it is a good possibility. I am just a poster so am just relaying what I read as Draginol's answer to a Discord poster with the same problem.
Nastytang, the reason it might be possible is that GCIV is run by the same engine as GCIII and 1366x768 was useable in GCIII.

GC3 they would declare war when they are clearly outmatched 10x, just to attack a scout or survey ship (and then proceed to lose everything in a war they cannot win).
A compromise solution to war declaration and the need to inhibit mass expansion/scouting/surveying could be to have the ability to attack opponents ships within your own closed borders...without triggering war (definitely negative reactions though).
A rework or reconsideration of culture borders to allow faster growth but less pressure on the edge. "claimed space". If there is no opponent culture pressure then, culture (in this case zone of control) should expand fast and far, this would allow for "enforcement" of territorial military action without the need for war.
When two opposing influence borders meet, then they could be scaled back to "normal" for determining border and pressure.

Research Bob
Bob is the Wonder (or a Galactic Achievement, i.e. only one per Galaxy) that gives a +300% (that is no typo Three Hundred %) bonus to the base research production to ALL of your Core Worlds. Along with good adjacent bonuses (+3 levels) for research.You need to research Strong AI in order to build it and it costs 800 production to build it.I normally have it built before I start year 3, i.e. turn 105.
In my current game I got it built on turn 78. At that point I was doing close to 70 research points per turn (before Bob was built) which was better than any other Race, their best was about 50 points. By turn 114, I was up to 290 research points per turn, which is 3 to 4 times the research rate of the best of the other Races (in the 70 to maybe 80 points per turn range in my game).added: I posted a screenshot of research point production timeline in the next message. The big jump is on turn 78 when I finished building the Bob Wonder, I started building it on turn 72, on my Home World.
I have also posted 2 screenshots of my Home World showing it's production, including ship production, and another that shows my research production on my Home World.
By the way, I was/am playing with 16 AI Races at Gifted Difficulty, with the largest Sectors and the largest Map, i.e. the most Sectors as the Drath.
The Bob Wonder starts at +300%, the extra 120% is due to level bonuses from buildings in adjacent tiles. (each level bonus to Bob is worth +10%). (My Bob is getting +12 levels from adjacent buildings).
ALL of my other Core Worlds "only" get the +300% bonus to their base research production from Bob, on their worlds.
The Bob Wonder also gives a +3 level bonus to buildings in adjacent tiles that do research. (see screen shot below).
This shows why the Bob Wonder needs to be changed. It is probably most over powered item still in the game (in it's present form). Although there are some other pretty powerful items as well.
In case you never noticed it, it has been there for at least 2 Months (maybe longer, version 0.60 or earlier).
You have to research Strong AI Tech to get it. Start by Researching Weak AI and go through another 4 Techs to get to it. I think that it is the 4th Tech after Weak AI Tech going up the tech tree branch.I first discussed the Bob Wonder about 11/16/2021 (Nov 16, 2021) in the Discord, about 2 months ago.I have built it in every game that I played long enough, since then.

It seems like a lot of Players did not realize that the Bob Wonder/Achievement was in the game. It takes a distinct and dedicated effort to research and build it. But it is worth it.
I did my best to call attention to it, several times in the Commons-gc4 Discord.Once you get Bob built, you will always be able to substantially out research even the best of the AI Races.
With all of the advantages of having very superior tech.

I knew about Bob, but didn't know he needed fixing.
Since .71 came out I have not had any Leader events from my governors. No statues, money or critiicism. Was this removed, or just adjusted down too far? Is it being fixed in .75? I've had governors with 100 loyalty or more, and some with 32 loyalty. Not a peep.
I just checked out Bob in 0.75. It is now a +100% bonus to research instead of +300%.I do not know if your other Core Worlds will also get the bonus like they did before this.Everything else looks the same, i.e. where it is at in the Tech Tree (Strong AI) and what you have to research to get to it (start with Weak AI Tech, and keep researching through 4 more Techs, where the last (4th) is Strong AI).
It is still a very nice Wonder that is worth going for, but it is not quite as over powered as the old +300% bonus.
It was nerfed. Way less common. 32 loyalty isn't that bad.
Can we get it possibly un-nerfed it on both ends!? At least a little bit? I assume that I am not the only person who thought it was a cool and different game mechanic. It could always still happen, but cut the penalties and benefits down some. But now its just like flavorless kool-aid.
It seems like a lot of things that made GalCiv unique and engaging are being removed. It seems in danger of just being this top-level click game.
