I played a game for about 4 hours (Ver 0.6) in which it was impossible to trade or do diplomacy because the Universal Translator tech never appeared after choosing to research it myself, nor could I cycle the tech choices for Cultural, so I couldn't encourage it to do so.
Never done it but do you have to go to the tech tree and pick it.
I have had this happen to me several times. The techs you can research appear to be completely random with no control by the player on what to research next.
You might have to go to the government tech section on the right and you may have to get a few things out of the way but it'll go fast once you figure out how tech works in this game. I made a whole video about ithttps://youtu.be/DM19FpaPbqI
Team would have to weigh in here. There was a tech weighting bug that occurred in one of my games (I think it was 0.60, but might've been 0.55), so this may have been fixed. I went ~150 turns without ever being able to research UT that game.
When the next update comes out we'll see if this balancing is better..

Same happens to me. It seems when you ignore a tech for too long they disappear. Also, I don't seem to be able to select any tech for research from the tech tree itself like you could in older versions of the game.

Yes. .65 alpha. I did the update download that came out yesterday or the day before. Since I keep running into turn freezes (even post-update) I hadn't bothered to check on the tech tree to see if I can click on one and pull it up to research. What happens is some of the older techs will disappear off of the research screen of suggested research options and there's no way to get back to them and pull them back up to research later in the game. I'll try getting into the tech tree and see if I can access some older techs directly from the tree and get back to you.
Alright. I can see older techs in the library. I can click on them which highlights them in gold, but I can't select them as a tech to research. Double clicking does nothing and the back button is the only option available. Clicking on them and highlighting them doesn't add them to the five or so techs on the previous screen.
Okay weird. So, I thought the auto-update installed but it was still showing version .65 alpha on the load screen. I went into the epic game launcher and saw there was a greyed out "test version" option to install which updated it to .70. I haven't experienced any more stuck turns since the .70 update but I still can't select a tech directly from the library to research even though the previous techs required to research them have already been completed.
The tech is randomized by design, only 4 (5 with a tech leader) out of the dozens which might have prereqs. There is a focus button at the top right of the screen, which gives you four "research foci", clicking one of these will re-randomize within one of those four tech paths. You can do this three times every time a new research is given.
This helps as I can now change the focus to get previously ignored techs to show up on the research screen. I still can't select a tech from the tech tree/library area directly.
