I have no way of unlocking or locking my fences on my desktop and cannot move the fences anywhere after I have updated to the latest version.

Sorry to hear you are having issues.
If you right-click on your desktop to View then scroll down till you see
Lock Fences if it's checked they are locked if you un check it then
you can move or delete if needed .

No you won't lose your Fences
your snapshots will still be there , make a new snapshot.

Have the same issue, no way to unlock Fences. Ran the purge app listed (run as Admin) and reinstalled Fences 4 from latest download version with no change in behavior; unable to unlock.
Should be some way through the "Configure Fences" settings frontend to lock/unlock Fences and not solely through right-click menu.
I have seen this issue in both the latest version of Fences 4 on three systems running Win10 and with latest Fences 3 under Win 11.

With Fences 4 under Win11, I do not see a Lock Fences option when clicking on a fence or on the desktop.Was mistaken earlier, I had one of my installs mixed up. It's three Fences 4 installs, one under Win11 and two under Win10; and an install of Fences 3 under Win10.
That is with both the Win11 right click and classic right click menu.
I'll try running the purge tool under Win11, though it had no effect with Fences 4 under Win 10 exhibiting same issue.
I am confused, you having issue on your Win11 or Win10 Fences 4?

I am having the same issue across all installs of Fences:
Than, I suggest looking at what unique software installed on all these systems. Same anti virus most likely which blocking Fences from working properly. Also check in your task manager if fences appear in your Startup tabs (need to be listed twice) something like screenshot below.
Only using Microsoft's Windows Defender on all four systems as far as antiviral program goes.
On the three systems I can see right now, both instances of Fences are listed under Startup and neither disabled.
The only common background program between all four systems (that isn't part of Windows) would be f.lux to control screen color temperature.
Please, as a test, uninstall f.lux. Reboot and retest it. Report back.
All on the Win11 system:
Ran purge/uninstall/reboot of Fences 4 again.
Lock Fences was visible for multiple right clicks on the desktop in the menu.
Started drawing new fences without restoring a backup. Drew four fences and started changing roll up settings, setting opacities, and pixel margins through Configure Fences frontend. Lock fences option in right click menu disappeared again.
Sounds to me like a bug in the program and not an interaction with a background app.
After further experimentation, I was able to consistently get the Lock Fences menu option to appear and reappear on the right click menu with Fences 4 under Win11.
It is tied to the "Show Labels" option under "Color & Appearance". Setting to "Never" removes the menu option from the right click menu, while "On Mouseover" and "Always" shows Lock Fences in the right click menu.
This, I believe, is a known issue. And has been log in by Support and will be look at, hopefully resolve on the next version. For reference : https://forums.stardock.com/508863
