Are you playing the game with any modifications? Or just as downloaded?
You need to set the game to use patch version 2.33. Right Click game in Steam - Properties (Bottom of the right click list) - Select the Betas Tab on the top - Click the little arrow and select [galciv3classic 2.33]
Side note, use patch 2.80 for the crusade campaigns.
