Is it just my game or are Mowlings OP in comparison to the other AI races.
I have played many games in the last couple of months or so, and every game is the same, Mowlings dominating until i take them down, if I can.
Usually i play a Huge galaxy at Incredible with 12 civs.
The predictability is getting boring.

The AI shouldn't really be OP in any way. Their real advantage is Jeff and he's awesome but is only one unit. What kind of setup did you have for those games?
In my last game on Incredible the Mowlings did very well at first, but then got wiped out by the Drath (who have Ancient ability). Mowlings have Prolific and Divine Guardian ablilities, which are rather mediocre. But they got +2 tourism as trait, which means they will earn extreme amounts of money per turn at mid-game and later (once they have a lot of influence). This might be the reason why they do so well in your games.
@SchismNavigator: some racial abilities are indeed very OP, even in the hands of the AI, e.g.:
- Xenophobic: obvious because of the huge research bonus; in my games the Iconians always do well
- Ancient: same thing - once they get their hands on some precursor relics (and/or they research the techs to harvest those relics) you can see their research skyrocket in the timeline diagram; Altarians and now also Drath always do fine

The setup i settle for at the moment is as follows.
Galaxy. Huge. Scattered. Incredible. 12. Random Civs.
Star Frequency. - Common. Planet Frequency - Common. Extreme Planet Fr- Occasional
Habital Planet Fr. - Common Pirate Bases - None
Resource Fr. - Occasional Asteroid Fr. - Abundant Nebula - Uncommon
Precursor R. Fr. - Rare Ascension Cr. Nono Black Hole Fr. - Uncommon
Anomaly Fr - Common.
Game pacing. - Nor Galactic Events - Occ. UP - Occ.
Crisis - - Occ. Mega Eventa - Occ. Research Rate - Very Slow
Minor Civs. - None
As Croc 411. touched on. If the Mowlings are not in the random selection for the game it tends to be the races he mentioned Plus the Mu'Kay that do well until late mid game, then it tends to level out. But with the Mowlings they just stay on top and get stronger as the game continues.
