When I train new Administrators, I get the admin points as expected, but I can only train 10 of them. From everything I've read, I should be able to train as many as i want. When I select Administration, the Train button grays out, and the hover message says I need to assign some Administrators to planets. But the Transfer button is disabled whenever I train Admins, and if I go to a planet and try to assign from there, only non Admin Citizens are selectable. How do you get past this?

Administrator is not assignable. It is one shot flat bonus. Citizens are limit to 10 of each type in global pool. Since Admin can't be assign, you get only 10 of them max.
This is worse than I thought. Since I can't assign admins to planets, and I can't create more than 10 Admins, I can no longer create ships that require admins, meaning no more colonies either, or no more ships to defend the ones I have.
I just have one at the moment, and I can create any other kind of Citizen if I want, but it's admins I need.
So how do you continue to colonize once you get past 10 admins? I know some more admin points can be gained with research, but not nearly enough to sustain an expanding empire that needs admins for colony ships, let alone a defense fleet.
I'm confused. With 10 admins, you should have 40 admin points. Then with research, you can get more as well. So, have you colonized and made that many starbases to use up all 40, just from making admin citizens? Or are you talking about how to get more after the initial admin points?

It still means 500 planets + your bonus admin points. I'm not sure how you would run out with those kinds of numbers.
But if we sent an admin to a planet, what effect would you want?
Think I figured it out. Once you promote an admin that works for the government, you can then assign the admin to a planet. This frees up one admin spot, at the cost of one admin point. So from this point out, an admin is really only worth 4 admin pts, becasue I need to use one to promote an existing admin and assign to a planet.
Yes, easily. Thats just 25 planets, 13 starbases, and 2 survey ships.
What i find confusing and annoying at the same time is what happens when you promote them. I was trying to figure out what was happening to my points and when you play a huge map, they go fast. My thought of "promotion" is definitely different than promoting to find them instantly dead in the fallen citizens box. That is exactly what is happening.
As soon as I promote, I get 4 points immediately yet I can't send them to any planets like it was said here. They are dead, which does free up the slot AND I got the 4 points from before. Now I can train another for 5 more points and so on.
Can't you still "promote" with the option that means they "retire" rather than reassigning them so you get another 50 points and then make 10 new admins?
Technically, 10 x 5 = 50, not 500. I checked my calculator and it agrees.
I consider 50 a built in hardcap for planets. In fact, that is a challenge to support in my experience if you have any need for starbases, either econ, resources, relics, or military. After that, the only source for more planets are the ones the AI have been keeping warm for you. But dedicating that much to admins means you have not been generating Leaders, and that was one of my hardest lessons to learn about unlimited colony rushing and starbase building.
Frogboy, perhaps each administrator could remove the maintenance cost of the next most expensive improvement on the planet? Not an overly huge benefit, but would give a slight advantage and an incentive to clear one out.

Use the Citizen tab at the top menu bar. From there, there should be another menu bar up top that lets you go to the whole collection of citizens that you have. The symbols they use is a bit squirrely but tapping each citizen until you find an admin and click and promote using the button under their profile pic.
There should be a building that allows you to "build" admin points, much like the ideology buildings at 0.1 per turn.
This might be a good side benefit for underutilized buildings like the consulate or embassy.
Go to the citizens screen and "promote" an admin. It will cost you resources (which you may have to trade to get), but it will kill (retire?) the promoted administrator, give you 5 admin points and free up a spot.
Not sure if this is always an option or if it depends upon abilities/alignment - but I think it's always avail.

To get more admins use the MOD Administrator School.
Found out how to do this, you have to promote an Administrator to Minister, doing this grants you some extra Administrator Points, then just train up more admins to get more points.
When you are on the TRAIN screen select SUMMARY > Select an Administrator and click Promote, you will need 1 Epimetheus Pollen per Promotion.
First game I played on a large map I ran out of administrators and it made me think the game was not balanced for long play on large maps. You guys are forgetting that admins are often permanently lost when the colony ship, surveyor, or constructor is destroyed. After a ton of research (where no one seems to have a full understadning) I finally figured this all out.You are not meant to only train ten administrators ever in a game. There are two ways to open up a spot on that list: promote an admin to Minister or to Mobster.
Obviously if you cannot find (or trade for) the required reasources you are screwed. I was playing as the Altarians on a ludicrous map and not a single planet had an Epimetheus Farm anywhere. The only way for me to reach the far side of the map was to capture all the planets.
FYI: 1)if you have xanthium, you can send out the mission to get free random ships. You can get constructors, colony ships, and surveyors (the latter 2 can be decommissioned to get 1 administration point).
2) You can "scavenge" constructors (as well as colony ships and surveyors) with privateers for extra points too. (scavenge abilty)
3) You can buy ships too.
Correction, Ministers are not locked to a specific Ideology, any civ can promote an Administrator to Minister.
There is also the Admin Center improvement which provides one administration point, it costs 1 unit of food to build though.
Alternatively, when you Train a Citizen you ReName each citizen with the Position they've been trained as: Administrator 1, Scientist 1 etc increasing the number as you create the next one in each category.
It's better than the alternative:
