Had all of my manufacturing / science buildings shut down after one or two turns.
Event popped up, 100% boost to base movement for my spaceships, I paid scientist off 2500 credits to keep it to my faction only.
This puts me into -699 credits into debt and after I sold off all my Tiny/Escort ships, my debt went to -169credits with positive income of 28 CPT. But the game didn't care it just shut everything I owned down. Was disappointing. I got the unique experience of everything being paralyzed except for my survey ships which is still exploring. After two turns of 111cpt, I all the debt is gone and i'm still suffering. I can't tell my planets to get back to work.
At most I only can tell my planets to do manufacturing focus or science focus. This meant my science planets now cannot research when it's building stuff on my planet. How do I fix this problem?
Why such a harsh treatment over couple hundred credits when USA govt is trillions into debt. I wasn't even losing credits and have a positive inflow! I'm slightly upset.
With the coercion penalties, I think a 90 wealth /5/5 split with a negative treasury would be better than shutting everything down permanently.
Go to the main wheel in Givernance tab and set it to something other than pure wealth, should fix your problem.

Sometimes it changes the slider from military to social production, too. I had it one at 100% Military and more often at 100% socil production. So check this, too.

Well I'm the one with a army and can confiscate all banks and outlaw them. It will destroy the economy for long while but those smug bankers will be out of a job~~ there's even a precedent for this. I uh.. welp, I forgot where I read that. Can't give source. I think it was one of the Mesopotamia civilizations.
