I believe I read (official source?) that beam weapons have 100% accuracy. So if you research "Targeting Specialization" which gives you +10% accuracy on all weapons, does that mean that it gives no bonus to beam weapons (which already never miss)?
I'm suspecting that beam weapons are not 100% accurate. According to the Wiki the Thalan tech tree gives "Beam Shifting" allowing a specialization of "Ship Beam Accuracy 0.1" which I assume increases the accuracy of beam weapons by 10%.
Beam weapons do have perfect accuracy against anything that doesn't have jamming. However, if the target has a jamming value, then beam accuracy is reduced by the value of jamming, and that's where accuracy bonuses that apply to beams help.
Joeball nailed it. If the Ai puts Jammers on its ships or if it has the Thalan trait which gives a .5% jamming than you will have a slight chance to miss. I would like to see more done with the Jamming line and see more 'preference' from the ai to use it.
