I can't understand this behavior, or why it hasn't been addressed yet Often in my games, inevitably all my closest neighbors park their entire fleet in my borders and hover menacingly over key planets and starbases, shadow my ships etc. At first I was impressed, and thought an imminent war declaration was incoming, but I've played the game far too long now to be taken with this behavior.They rarely (if ever) declare war. They just like to sit.
It's to the point now where the AI's are often being ransacked by other (further away) AI powers, and yet the entire (closer) AI fleet just sits around hovering within my borders, not even a though towards defending itself?
I really think the AI needs to be taught about borders, and an invasion of space should only be considered if the AI actually intends to declare war. This space loitering is crippling to the AI's closest to me. Further, if it's under attack, and is losing starbases / shipyards etc (lets face it the AI cant actually invade planets yet) it needs to divert its space loitering priority to actual defense of it's empire.

Agreed the game needs true borders, and then a separate field of influence.
This is happening in a game I am playing right now (1.4 opt-in). I am trading with race#1 that is sandwiched between my borders (they are very close...we trade, share techs, etc.) and race#2, who I am at war with. Race#2 also declares war on race#1. For many, many turns race#1 has had ships in my territory ghosting some of my fleets, parking near starbases and oogling some of my planets. Race#1 doesn't seem to be sending many ships to fight race#2.
I keep thinking "you know, you could use some of these two dozen ships you have running around in my territory against...you know...those bad guys over there."
I did notice a couple of times that race#1 contacted me for a trade and the diplomacy text said something like "Now that this war is behind us, we can look forward to a more beneficial relationship" or similar. Except, we had never been at war. In fact, we've loved each other since we first met. I don't know if this is in any way related to what I outlined above, but there it is.
Passing through space, I understand. But parking dozens of ship in the territory of a very close friend turn after turn seems a little...off.

I think this is actually a dual bug tbh.
At low relations, the AI is meant to shadow you within it's territory. But bug A is that the AI isn't checking it's territory properly, and bug B is that is doesn't check the relations levels before activating the behaviour - bug B applies to all AI diplo, from accepting alliances to unsolicited enemy assistance.
Yes it is extremely annoying to the point that I want to declare war just to clean up their ships in my ZOC but I then have to place a ship right next to every one of theirs in order to stop them from wiping out all my shipyards because that's where the dicks all park.
I have a dog that does that in a thunderstorm. Maybe they think you make them safe
When I play with a lot of factions, it is at the point that my kids stand by me while I play. They love it... because it it full of colors.
"now that that whole war business".. except no war, we've been allies since it was possible.
Even better, I'll send them transports loaded with troops I bought from their enemy, park them right outside the enemy planets, with defensive ships....
... they don't invade... they fly away.
Let me recap. I've laid waste to the enemy defenses, moved transports into position, complete with defending fleets that their enemy cannot possibly destroy, and given them the keys... and they do nothing.
I don't *want* these planets, I want to bolster my ally, but it is effectively impossible because they simply won't defend themselves.
This is, of course, additionally compounded by the fact I had to wait x number of turns, refraining from trading with my ally for an extended period, simply to ensure I could deliver these battle ships on time, as for some strange reason, its particularly difficult to help you ally when they are getting their asses handed to them in a war.
There should really be a secondary diplomatic option to provide war aid, completely separate from typical trading, which bypasses the lockout, and doesn't provide you with the option for gain.

Is it possible that this particular faction as a hight diplomatic priority, at the point that they do not plan to invade anyone?

If the AI is an Ally then we should be able to trade every turn and not have a lock out... but military aid is an especially good idea.
1.4 fixes a lot of issues but still has this one... I've got more ally ships in my territory than my own ships and it's really annoying.. and when I give stuff to my allies... they do nothing with it...
biggest issues still remaining in my mind.

Did all of you, use the rally Points in Your game ?, when the AL ships parkin/gather at Your Territory near (shipyards,rally-Points,and around clusters of Your ships.)
if so then there is a bug when you use rally Points.

Nah, the AI does this regardless of whether you use rally points or not.
I did not use rally points either.
I've never used a rally point yet.
Also, Ghislain, if the Drengin are at war with them, and have a planet within spitting distance, the AI had better be considering invasion as a possibility.
The same thing is happening to me in the current game, and this is actually the first time that it has happened. I am still in 1.3, but I did not have this problem until now.
Pretty much every race that is in travel range of my Z0C is just parking about half of their fleet there. A few of them, like the Yor and Drengin were furious with me early on, but now that I have enough diplomatic points to be close to every race, they are not moving their ships at all. It is annoying because they are getting in the way of me building star bases simply because they are so cluttered.
Like some have mentioned, even though said races have wars going on, their ships are still just sitting there. To the northeast of my ZoC, the Yor and Iconians are going at it, but half of the Yor's fleet is just hanging around in my yard. It could be because the Yor are at like...-700K credits, but then then they are still fighting.
In previous games, the factions usually pulled back all of their ships once we are at peace, but this time it is just broken.
Hows that for an interstellar parking lot? I count at least 6 other races within that section of my borders. None of them are at war with me, or with the others shown in this pic, however most of them are at war with someone else and usually far away from that location.
I'm Red by the way. Oddly enough, Light Purple, who has the MOST ships in that area, is actually the least interested party, its space is by far the furthest away from that location Its a bit confusing because there are 3 shades of purple, but the lighter purple is pictured in the minimap in the upper left hand corner, that is the closest their space is to mine and they have to cross almost 3 other empires space to park in my lot. Guess I have the best rates?
Is it possible that the IA feel the need to "see" what the player do?
Mayby if I make a ship with a lot of sensor and give it to a faction... they will not feel the need to have ships in my ZOC to see what I do?
Nope, tried it. It's definitely interested in parking military ships in your influence. And just parking them, not much else.

I am experiencing this as well. It is extremely annoying and it is lagging the game as well, due to sheer number of ships in small space.
Has it been adressed with the newest 27/10 update?

No this has not been addressed, I am 240 turns into a 1.4 game on incredible/genius mix difficulty map size just under insane as a custom faction. All the AI do it to me still and I find myself setting up fleets next to every one of theirs and declaring war for the sole purpose of cleaning up the damn ships throughout my zoc lol.
Guess I spoke too soon. It does seem less but i could be wrong again
Yeah, this is definitely alive and well in 1.4.
Next up, the AI is ignoring game settings, such as "no tech trading", "no surrender", and the game's interface is ignoring "show all ships" options.
Also, my system is back to chugging hard past turn 250.
