They seem to be a different race from GC2. I used to always try and ally with them even though they were good alignment and I usually play neutral. In GC3 they always and I mean always declare war on me shortly after meeting me and the the war usually last most of the game. The 3 games I have played so far they and the YOR just have it in for me. Oh I usually play as Humans. I have also notice that most of the civilization don't declare war on each other and I'm usually the one at war during the coarse of the game. In GC2 I would usually be the one not in any wars and let the AI duke it out and weaken each other to a point while I build up. Can't seem to do this in GC3 unless that is part of the change in the AI. I usually play on genius level for the AI. Oh and don't get me started on the Thalens. In GC2 they were always one of the strongest races but so far in GC3 they are a very weak race. Just curious if GC3 was meant to mix things up like this.
I have allied with the Altarians in my games. If you are anything but benevolent they will not ally with you and if they have a higher power rating will pretty much DoW you.
As this is the first incarnation of the game, I am sure the entire personalities of the Ai will go through fits and changes as we add more to the game. GCII took many patches and expansions to get it to the excellent state it is in now. The ai in GCIII is data driven and it will do what it does based on far more variables than it did in GCII. This means that as the game matures, modders in our community will learn to give the various ai more options and personality.
I find that other AIs declare war on each other ALL the time. As a matter of fact, someone is almost always fighting. The only thing that bothers me is how quickly the AI declare war on each other, end their war, and then start again so often. The Altarians never declares war on me, regardless of their power level, because I play Benevolent, except for when they notice I am pursuing a specific victory. Also, the Yor hates everyone...except for the Drengin. I have NEVER seen these two factions fight.
We had stated previously in other threads there needs to be a lockout on diplomacy to get peace AFTER a declaration of war. I have DOW'd several factions and I am crushing them to the last planet. At that point asking for peace is mandatory. A 15 turn cooldown prior to getting a peace treaty seems like a sure way to prevent the DOW and Peace cycle.

I've never seen the Altarian leader smile, although she once had a poker face and was nodding her head at me. That might be as friendly as she gets.
Even then, they DOWed shortly thereafter. They've DOWed all but one game so far, and I got tired of their existence and attacked them in that one. I guess I could have tried for a dipo victory, but they're tattooed blue arrogant fools. They need to die.
I like the Krynn though. They look like pets I'd like to have. So cute and cuddly. Especially when they get all mad and stuff.
The AI should have the same restrictions as the player in regards to diplomacy. I would actually like a way to negotiate peace at the same time a faction declares war on you, instead of having to wait for a cool down before you can talk. I see that we get options for how to respond to a DoW, but they do not make any difference. A third option to talk it over would be nice.
"Now hold on a second. Can't we talk this over?"
As for the Altarians, they need to stop asking me for aid in their wars when they are in the lead with 40K power and I barely have 2K.
Question: Does the AI consider our ideology based on what we set our race to initially, or the actual choices we make in game? The Altarians won't ally unless we're Benevolent? I created my race as Pragmatic, but often chose and lean Benevolent. What will they recognize?
As far as I have seen, it is the choices you pick in game that determines your alignment. Correct me if I am wrong, but I think that setting it before hand only affects the alignment your faction takes when under AI control.
