Actually 2 questions:
1) Can you use multiple MODs simultaneously?
2) Is there any place the MODs are being kept? Do we have a "MOD" site, Library, etc.?
1) yes, although there is currently no selection process for active mods like in GC2 so they could interfere with one another if they try to do similar things
2) not sure if you mean on your computer or remote, locally it is in Documents/MyGames/Galciv3/Mods , remotely once 1.1 is live steam workshop will be up for uploading and downloading them, i know it is live with the opt in however they mentioned things could possibly be wiped when the patch goes live, i personally have not seen the workshop atm myself

There's a nexus site: http://www.nexusmods.com/galacticcivilizations3/mods/searchresults/?src_cat=2 which has a fair number of mods going up on it; it's got plenty of useful tools for modders (tracking downloads, version control etc) so it's probably the best place til workshop can support balance changes.
And as for using two mods at one - if they don't have files that conflict, it's fine. If two mods attempt to overwrite the same file, then it just loads whichever version of that specific file it reads last, but will include all the non-conflicting files from both mods.
