In my current game, on an insane map, I ran into a super-powerful race from the other side of the map. Their civilization power rating was 5x more than my own, and they were an evil race, so I guessed they would declare war pretty fast. So, right away, I threw some credits at them and signed a non-aggression treaty, figuring it would buy me 50 turns to prepare more ships.
Two turns go by and they declare war on me anyway. Is the code for that treaty broken? Or is it working as intended that the AI can break it at will? And if it is intended for them to be capable of breaking it, what is the point of it then?
And on a similar topic, what is with the AI and refusing to pay for peace? They will come to you for a peace treaty which, if you agree to, goes into effect without the chance to ask them for anything in return. But if you go to them and ask for peace, they refuse unless you pay them off. Or if it hasn't been exactly 20 turns they won't even talk to you, even if they are losing terribly. It's just crazy.
Well I'm not sure if it's broken. I made a non-aggression pact with a Yor faction that should by all visible evidence have declared war on me. They didn't. They declared war on the other half of the galaxy in the next few turns though. I don't know if it was the non-aggression pact that did it, but it sure seemed that way. On the other hand, I think it should be possible to break such a pact, but you should take a huge negative diplomatic penalty from all other factions for a long while afterwards, possibly prompting them to DOW on the transgressor.
The 20 turn diplo limit is quite ridiculous at some points. However my biggest gripe in terms of war/peace terms is how little the AI is willing to give to save their own race from extinction. I can have a fleet parked over their homeworld, and the diplomats in the oval office would have an exchange roughly like this
Me: "I think we have you beat. You bastard. You STARTED THIS!! Now LOOK AT WHAT YOU'VE DONE! Can we PLEASE have peace now you murderous lunatic!?"Them: "Ok, yeah... you're right. Sure we'll have peace. We never wanted it to end like this. We only have our homeworld now. Our children deserve to live, not pay for our mistakes. Let's have peace".Me: "Finally! Good! In terms of war reparations we don't ask for much. Just hand over your tech on those new war-heads you used on Mars, and we also want your hospital tech so we can maybe give a few of our children back their legs after you blew them off"Them: "WHAT!? F*** YOU! Of course you're not getting a thing from us, WE ARE SUPERIOR TO YOU. DO YOU HEAR ME!" Me: "..."
Yeah, that's been my experience in just about every war. I mostly like playing a peaceful builder, going for a science victory. But I'll fight back when they declare war on me. You'd think they would be more willing to negotiate after I've taken half their worlds in retaliation.
Well, the good news is that the Warmonger penalty for eliminating those instigators is negligible. If anyone declares war on me, their planets become my planets.
If I try to pull that off in Civ 5, I'm a pariah for the rest of the game.
