I was trying to add a usable tile in the planet screen with the Soil Enhancement project, but it failed to display any tiles for the project. Instead, it selected the tile that had the "colony capital" already built on it. It also failed to show the "soil enhancement" project as selected in the "available projects" list. This seems to be a random error as I have already built the soil enhancement on several other planets.
I have submitted a ticket for this issue.
I've seen this and don't think it's an error. My belief on what was happening was that there are no tiles that will work with that tech. Some planets it is this way and others not. I could be totally wrong but my assumption was that this is how it's supposed to be.
Seen the same thing, I was under the impression as well that there are no tiles of that quality to terraform (its a 25+ class planet so most if not all tiles are there).
While what you both say sounds possible, I think the terraforming techs should always work on all planets. After all, that is how it worked on GC1 & 2. If this is not the case, I am sure the devs will tell me so in their response to my ticket, and I will post that response here,.
Lucky, they are correct. On planets 18 class or higher, you will not find soil enhancement or even terraform tiles to lay down. This is because of the fact that most of the tiles are already a quality tier better than what is needed.
Granted I don't like it either but that's how it is.
Terraforming simply is a waste to use or work on planets greater than class 20.

so heres the xml data on soil enhancement or at least some of it the important line here is that last one <LandPercentageMin>0.3</LandPercentageMin>this means that to use soil enhancement you need at least 30% of the tile to be covered in land mass and looking at your picture there are some tiles that come close they might be debatable
so to me this makes sense that you cant terraform any tiles at the start this tech does not guarantee that you will be able to use it everywhere it will be useful on some planets but not all planets just like having better engines will be usefull on some ships but not all ships
be careful what you wish for the answer to this might be to remove 3 or more tiles from every planet at generation to guarantee that one will be available for terraforming
They have already addressed this, back when the tech first went live. Since the worlds are randomly generated, sometimes there is no tile with enough land to be usable by the tech. Each progressive tech can convert a tile with less and less land mass, until the one that allows terraforming of multiple tiles (that one doesn't do as much as some of the 1 tile techs).
I think a better way to address this problem is to make it more clear what can be done with each tech. Perhaps when you select soil enhancement, or a similar tech, it should display what % it can convert, and then display on the planet map the % of each unoccupied tile. I think this would make it easier to understand what the tech does and how it works, while at the same time making it easier to make an informed decision about what tile you wish to improve now in anticipation of future technologies.
