The Krynn voted in the Environmental Protection Act after only 4 colonies and over 150 turns into the game is still in effect. Not fun.
I hate the Environmental Protection Act with a passion! It really spoils the fun of the early rush to colonize planets. I hope the designers come to their senses and remove it from the UP altogether. Don't "fix it" just remove it! On the Friday Chats I hear Paul repeatedly talk about making design decisions based on whether or not something will be "fun" for the players. Well, the EPA shuts down my fun bigtime. I feel so strongly about this and I do not think I will play again for a while. I have other things to do with my time than try to win the UP chairmanship only to have the other civs constantly reject my motion to repeal the EPA. Please drop the EPA; I really do not want to drop Gal Civ III, but that is how I feel about it right now.

The AI loves to do this - after using the shipbuy exploit to send out like 10 colony ships in 10 turns.
What pisses me off is that they can waltz into your ZOC and colonize a planet willy nilly!
They should at least have to vote on it every time the UP meets and have a reasonable max limit like 10 colonies.
I am absolutely p'ed off with the EPA, what moron thought this up. the whole raison d'être for any Civ game is expansion. DO YOU UNDERSTAND!! Expansion, and the very first united nations resolution is to stop expansion. I have started the game 5 times AND EVERY TIME the first or second resolution is the EPA.
Its like playing half life and then a new rule says violence is not permissible - WHAT WERE YOU THINKING!!!
I know, what about a resolution to stop research - that's a good idea isn't it?
Or how about a resolution limiting the number of tiles you can build on to two - what a great idea - You should definitely implement that one.
What makes me so angry is that yes, the moron who came up with this idea has probably been sacked and yes it will be removed as it makes the game utter worhtless, but what scares me is that a development team voted on game ideas and this passed which tells me the whole team has NO IDEA why anyone plays a civ game

Off topic, but, do people who buy into the beta now still get a forum badge? I see a lot of people remarking on the game without a forum badge showing they bought it.
I don't like EPA either, but holy crap dude calm down! Take a chillpill! Enroll in anger management!
Right now you have to put up with the U.P. because the option to leave it hasn't been implemented yet, but that will come! I plan on leaving it every time they pass this resolution... then I'll laugh while they've boxed themselves in to the few planets they colonized and conquer them all, knowing they can't run anywhere.
When the U.P. gives you lemons, make hatorade!
It's annoying, yes, but stunningly far from game-breaking. I'm pretty sure you can cut United Planets frequency down to...never.
A minor problem in terms of correcting it.
It's a very powerful political tool and I totally see use for it. Maybe if it were directed at a certain race...? Now that'd be one hell of a weapon early-game! Something like: "An interstellar body has determined that X Civilization has been polluting and ruining their planets almost as soon as they land on them. Until the safety of indigenous life can be guaranteed they will not be permitted to colonize any further planets for Y turns."
At which point the target race would take a massive relationship hit with the UP Chair who proposed it and anyone who votes for it. I imagine the Drengin would bail on the UP so hard it'd create some sort of interstellar rift.
If you become the head of the UP, you can have this act cancelled (one does not remain leader of the UP forever). In fact, if you want to be a jerk about it (lets face it, the AIs were jerks voting it in the first place), then you could strategically place colony ships so they could colonize all the remaining planets within 1 turn of the act being cancelled. Unfortunately, it sounds like getting enough UP votes to make this happen might be the hard part.
If you dislike it so much, you can actually remove its effect from the game easily enough. I did, and nothing is broken.
End result is that the resolution exits and can get voted on, but has NO EFFECT. AI will continue to colonize, you can colonize.. basically it is completely ignored.
NOTE: I don't know if it will effect a current game or not, but it will ensure all future games benefit from this.
NOTE 2: You will have to find and remove this like every time there is an update as UPResolutionDefs.xml will be redownloaded.

I'm not upset about the EPA itself; I think it is a neat idea and it has helped me dominate in the current game I am playing.
What I am angry about is the fact that I cannot bring it to a vote to be repealed because there is no option to do so. I can only bring a vote to apply the EPA again......when it is already in effect. It is utterly annoying.
i just had a quick thought right now the "A.I." is really just a placeholder and im thinking the extent of its abilities is that if they like you they vote with you and if they dislike you they vote against you.. if this is the case and im not sure it is then voting for the EPA should cause it to fail if most of the ai's dislike you

It might be interesting if there were two categories of resolution: ones that take a simple majority and ones that take a 2/3 or even 3/4 majority. This would allow major game-altering resolutions like the EPA while making them less common.
You don't have to play with the UP. When you first set up the game you have the option to have the UP disabled, That is what I do.
