Seriously, the amount of ships a hard AI churns out is ridiculous. It's like they have unlimited income or something. I try to keep up with their flak spam but then I run out of money for my ankylon. Any tips or strategies on how to beat it?

Play TEC Loyalists. They are a very good defensive race with double starbases.

On a serious note, fortify the chokepoint planets. The AI only attacks a few chokepoints.
I actually wanted to see the highest difficulty levels buffed somewhat, like having AI capital ships start at level 5 for example.
Well, vicious AIs can pay to level up their caps all the way to level 7...they won't come out of the factory like that, but most likely you won't see a cap of theirs lower than level 7 for very long...
