Is there any plan for this? If not I'll make a case for it. (and yes I do love to number things )
1. Dialogue by a AI reading techs or voiced leaders in the diplomacy screen, it would go a long long way for immersion.
2. Even ships saying a one liner when attacking or taking damage.
3. Planetary governors giving various alerts.
4. Ships made at a ship yard. (big ones.)
5. UP meetings.
6. Citizens could say stuff about the planet and empire like galciv2, but be even better.
7. Someone in SD has to want to be the template for Lord Kona

God no. Voice acting has ruined more games than it has ever improved. I can't play Advent in SOASE with the sound on, the voices are that annoying.
Yeah, when Civ 4 and then Civ 5 did that, it got turned off almost immediately. I find it instantly boring to hear repeated voice messages, exact same inflection and everything, then it grows to aggravation, then it leads to turning it off.
I'm probably cranking out Pink Floyd anyway, so game sounds are much less important to me.

Voice acting has a place in MMO's, for example Star Wars the Old Republic did it best. I currently play that as my primary game. Voice acting on that game is superb.
I think some voice in Gal Civ III would be fine. The robot on tech would be great and the 'breaking news' updates on stuff would also be a nice touch.
However Voice overs cost LOTS of money and take up LOTS of room on your disk. I would much rather have it as a DLC in the future than part of the base game.
Lets get Gal Civ III up and running as the superb game it already is and out to everyone to enjoy, then add more to it afterwards!
Only if it can be turned off. I'd rather they skip it entirely. Every time I see a series that is dialogue heavy add voice-acting, I see a series lose dialogue and quality. VA is not needed for a game like this and I do not want my ships to make snarky comments when I click them. I'd rather see Stardock spend that money on nearly anything else.
I was hoping a AI would read the techs like siri does in real life.
And yes I HATE bad voice acting and shut it off to (civ4 and X3). I would like it to be sparse, and have ships say like one or two words only on occasions like initiating a attack. (snarky comments would suck.)

While i do like the technology quotes that Civ 4/5 use, it's something you listen to a handfull of times and then skip.
So i'd rather they use the hypothetical funds for voice acting for hypothetical gameplay features instead.
The voice overs from Leonard Nimoy for Civ IV was FLIPPING AWESOME SAUCE. Get Spock here for voice overs and I will personally sell this game to 100 of my friends.

Voice acting can be effective in 4x if it is very limited IMO. The Nimoy stuff in Civ is sort of the perfect example: great voice acting, good quotes, and you only hear any given line once in a game. The problem with doing things like a greeting when you talk to a leader or a battle cry on attack, is that these actions occur repeatedly in a game and often in a short span of time. Even the best voice acting quickly becomes grating when the same line is repeated over and over. While I personally prefer the soundscape to be limited to music and effects, a little voice acting for events that only happen once or twice in a game might add something.
Voice acting doesn't have to be expensive either. You don't have to hire SAG actors for video games, so many times it is done by in-house folks and their friends for little or no cost. As long as you have a sound engineer who knows what they are doing and someone who knows the difference between a good and bad line-reading to work with the actors, you can get pretty strong voicing for very little cost.

Infrequent quotes either snarky or not by a well known Celeb like Morgan Freeman, Michio Kaku, Leonard Nimoy would be sauce for the Goose. However again its really something for a DLC or even an expac. Adding it now would be pushing our gold release back and take up resources. I am for it if it was done in this fashion but not at the expense of bug sqaushing, and creating good game-play.
I do love Nimoy in Civ. I'd support a similar thing in GC, a good voice that reads the techs when they're done researching.

Voice over for ship combat animation. I have an issue with that. It may be fun once or twice, and ok first 50 times. But it will eventually bug and annoy hell out of me, if every time i order my fleet to attack something, i hear same line of dialogue again and again.... Voice over for diplomacy and other, larger systems, can be cool. Just not for mundane tasks that player does (often more then once) per turn, is too much.
^ Just imagine getting 10+ messages at the start of the turn all saying "Ship built!"
I'm not a bit fan off having the techs read. I think it was Mass Effect that had the big codex entries narrated and it's cool the first two or three times, but after that it's just white noise as you read ahead because you can get through it in half the time.
I don't mind they way Civ5 did it with the leaders have a bit of dialogue when you meet them or war is declared. That was a nice touch.

Sadly Robin is no longer a option.
Voices in the tech tree of CIV was fun for about one trip through. Now I just zip past it. I do like the historic quotes though.
There are PLENTY of actors who wouldn't cost a fortune to do voice. I would rather SD put the money into features, polish and expansions than paying someone to read something slower than I can just read it myself.
