Is this supposed to be a feature or just a visual bug/artifact?
It always happens when I am am mid range zoom.
I am using the latest drivers for Nvidia.

I am glad you managed to get a picture of this onto the forum. It is exactly like what I reported in "Strange horizontal lines .." but I was unable to figure out how to add a snapshot to my post.
My problem is also with a GeForce GT 6xx product line (mine is the GT 640 with 16G). The entire series uses the same driver. There are some differences, however.
1) What level driver do you have (mine is 9.18.13.4043 dated 6/12/2014 19:47:35).
2) When did you last update your driver (I did mine within a couple of days of release -- 6/12 - 6/14).
3) Did you notice the horizontal line affect in the previous build of the game (0.20) -- I did.
4) I found that turning off both "enable bloom" and "enable ambient occlusion". If either of these are on the lines return. Does this match with what you are seeing?
5) I saw this from the start of a new game. I have not progressed far in my first 0.30 game due to trying to narrow down conditions where this affect occurs.
6) I see this affect flicker on momentarily at times after turning both "enable bloom" and "enable ambient occlusion" off.
While this may begin to look like an NVidia driver problem, it could also be a problem in coordination between NVidia code and GC3 code. I think the SD devs should look at this first, then bring the NVidia devs into it if their help is needed.

I will find out what my driver version is when I get home tonight ( I am at work at my desk).
I get the flicker on start up as well. I will try turning those features off and see if this 'fixes' the problem and report back here. I did have this last build as well.
I usually use Beta Drivers but I think right now I am using the latest MS approved ones. I believe they were recently released like last week or so.
Here is another screenshot showing the lines for two empires. Mine is blue, the Drengin's is red. This implies that the color of the lines is related to the empire owning the ZOI. I used DropBox for this one and it was very easy and convenient.

How can I create and get you a debug.err?
The game creates the debug.err file while you are playing the game. The file is quite large, so it is not a good idea to cut and past it here (although that will work). Using DropBox is a better, faster, and more convenient way. You can find a free offer for DropBox at www.dropbox.com
Once you have completed the setup for DropBox copy the debug.err file from Documents -> My Games -> GalCiv3 to your new dropbox folder. Then follow the instructions in DropBox to create a link to the dropbox version of your debug.err file and post the link here.

Silly me! I did not notice a gray slanted line in the backround of the mini map until now.
So I do have it as well, is there something I should do?
Mini-map??? We have been talking about the main map.
Another factor is how far you are zoomed in or out.
I have confirmed that the lines on my map have something to do with the settings 'Ambient inclusion' and 'Enable Bloom'. In both cases I would toggle on and the lines on the galaxy would appear at a mid range distance setting and more so as I brought the plane of view to 'flat' or horizontal with the galaxy.
When I toggle off those features the lines do not show up.
I am using the most recent nvidia beta drivers, version 340.43 released June 17th.
It's in my mini regardless of zoom. :-/

WOW. How about that. DxDiag shows a different date and version number than GeForce Experience does. Once I understood that I realised you and I are using the same level driver. GE shows "Geforce 340.43 Driver" and "Release date 6/17/2014 Version 340.43" and DxDiag shows "Driver Version: 9.18.13.4043" and "Driver Date/Size: 6/12/2014 19:47:35, 17553032 bytes".
Before NVidia released GE, all we had to go on was what DxDiag gave us. I imagine what GE gives us is the way NVidia wants it to be known as.

The horizontal line issue seems to be due to a beta driver being used on those Nvidia graphics cards. The best solution right now would be to rollback your video card drivers to an earlier more stable driver. I hope that helps!

I wanted to updated Everyone regarding the horizontal Lines bug. I did roll back my beta driver and installed the current official driver from Nvidia and the lines are gone.

Larsenex, just to be sure that my attempt at rolling back my GPU driver worked could we please compare release levels? GeForce Experience shows my driver as version 337.88 dated 5/26/2014. Yours?
Oh, and I turned off the "Beta GPU" switch in GeForce Experience.
