So don't hold your breath and frankly some of the modders really don't want to be tied to Steam even more.

or if this site had a some sort of manager to download and install mod and a mod page. kind of like the nexus manager.
It does. Just doesn't work very well.
The main advantage of the workshop, is to have always up to date mods.
And mods on this platform have a good visibility. That is good for modders.
I'd probably use the workshop if it was around, if not solely so I could both avoid Moddb and ensure that people are uptodate.

Well modDB is as bad or worse I guess, modders really need to band together and make our own servers.
