I'm fairly new to SOASE, but in the games I've watched and played, I hardly ever see cruisers used. Mostly, it's frigates, esp. corvettes, capital ships, and titans. Are cruisers that bad/inefficient that no-one wants to use them? Or are they used a lot and I've just been unlucky in not seeing people use them?
Several problems with cruisers:
First, they require 5 labs....that's a pretty hefty investment for a frontliner (the labs, the logistic slots, the tier 5 tech)...you certainly can't rush HCs unless you have early feed or are next to a noob....you can still try to get them early, but problem is that diverting resources into HCs probably is going to leave you too vulnerable for too long (feed can change this somewhat)...
By the time most frontliners could safely get HCs, others players are likely going to be breaking out the units that counter HCs, such as bombers or hoshikos....
Even if you are getting feed, HCs are slow to build (per fleet supply basis)...Illums and Kanraks or LFs in general build much faster per fleet supply and thus allow you to reinforce battles more effectively....
The most common time you'll see HCs is if an eco player starts fleeting to assist a frontline....
Does this mean they need to be adjusted to be more viable? Or is it just a matter of strategic preference?

Okay, what exactly do you mean by cruisers? The other guys are assuming you mean heavy cruisers. They have the big problem that they are the hardest ship to get but are countered hard by bombers, which are extremely common late game.
If you just mean cruisers in general, then carrier and support cruisers are used a lot, especially in multiplayer. They do take a lot more fleet supply though so of course in raw numbers they won't be as abundant.
The main problem with the heavy cruiser is that there are just a few to many things that hard counter them:
Well technically starbases (minus Vasari) do entire capitalship damage (I think), which actually isn't that good versus HCs. I mean the best way to deal with starbases is to outrange them but purely damage wise I wouldn't say they are a hard counter.
Likewise, HCs are the least bad frigate to use against AoE abilities, since in this case you want few units with a lot of health, though in practice they are only slightly better than LRFs. Except with Maw, as it is an instant kill of course.

Heavy Cruisers require a significant investment to field and on top of that are countered by the same things as cap ships meaning that all your opponent needs to build are bombers and flak frigates. The best use for them is team games where each player doesn't have to worry about rounding out their fleet capabilities. In this case a player with no fleet upkeep research can still field a pretty significant force in the form of a capship and some heavy cruisers while funneling their extra resources towards their allies or into superweapons.
