Title says it all. Each time I start up Rebellion, it asks if I want to allow Steam to make changes to my computer, I hit yes, and it flashes 'performing first time setup' for a second and then the game launches. It runs fine, but it's more than a little irritating to have to do this each time. I've validated the game cache like a dozen times now, and each time it tells me a file failed to validate and would be redownloaded. I've uninstalled Rebellion several times now and reinstalled it, and yet the problem persists. Any suggestions? The game runs fine once this is all finished, but it's a little irritating, and I don't want to have to keep doing this every time I want to play my game.
For a little extra information, I upgraded my PC last week, though my father didn't wipe the hard-drive before reinstalling windows, so there are still files from previous installations of windows on the harddrive, though I deleted the old Steam directory in the old Windows folder.
Yeah, one of my friends has the same issue. Sadly I can't figure out anything different bout him except he's Canadian.
Does it tell you the file it's constantly downloading?
It is worth seeing if always running steam via "Run as Administrator" makes a difference (if you have steam start automatically, you will need to close it and restart it via Run as Administrator)....
No guarantee that will fix your problem, but it has resolved many steam problems for me in the past...
Out of curiosity, what OS did you upgrade from and to? Sometimes Win7 --> Win8 messes with the UAC...as an aside, clean installs are almost always better than upgrades, though if it isn't your computer or you don't have the time, I certainly understand....
Hi, I just bought the game last night myself! Really cool! Anyway I've had the same problem I fixed it by placing a .exe to my taskbar and running the game that way. Stopped it right away!
Hmm, that's strange. Try doing a Verify Game Integrity check in Steam?
I'm pretty sure it's the new update that installs the C++ redistributable. This is a common complaint with other steam applications.
It's also happening on my machine too.
You may try uninstalling the Microsoft Visual C++ 20XX Redistributable's and re-running the game. I haven't tried this yet to verify so buyer beware

Running Steam as an administrator didn't' fix it, either; all it did was skip the step where my PC asks my permission for Steam to make changes to the files. The repeat of 'Performing first time setup' still appears for a second before the game launches.
And I didn't upgrade from Windows 7 to 8; it was just a reinstallation of Windows 7 because Windows wouldn't load after all the hardware I upgraded.
That's interesting, as my Shogun 2 currently loves reinstalling Visual C++ 2005 every time I start the game...
FIXED IT! Seems the Steam version is missing the Visual C++ 2010 x86 redistribution package.
1. Just go to here: http://www.microsoft.com/en-us/download/details.aspx?id=269992. Download the vcredist_x86.exe package3. Put it in your \Steam\steamapps\common\Sins of a Solar Empire Rebellion\redist folder.
Launch the game again, and it should install the Visual C++ package and launch the game.
The game will then work correctly thereafter.

Lovely... So it was something Microsoft C++ related. Sounds like somebody screwed the pouch
I had the same problem here, however Kevsteele's fix didn't work as vcredist_x86.exe complained that I had a newer version already installed.
If anyone gets this symptom, follow Kevsteele's solution, except using the VS2010 SP1 C++ package from http://www.microsoft.com/en-us/download/details.aspx?id=26999
Thanks for pointing that out! I had uninstalled the VC++ 2010 package when experimenting on the cause of the problem, so I never saw the error message. I'll update the original post.
FWIW, you don't see any error messages when Steam executes vcredist_x86.exe, I had to run the setup on its own to see those. Good catch BTW.
OK, I'm getting the same error. I haven't played Sins-Rebellion (SR) for a few weeks now. However I have several friends who have, and something like a week or so ago they had the exact same issue as the above with one exception.
The game failed to launch.
The windows pop-up asks if steam can make changes, followed by performing first time set-up. Their STEAM status shows they are playing SR, and then revers to simply "online" and the game never launches.
They were able to resolve this issue through uninstalling and re-installing their copy of SR. I tried the same, but to no avail. Verifying my local files produced one file unable to be verified, and it'll be downloaded and replaced. Still nothing.
I find this thread, follow the directions regarding the C++ thingy (I have no clue about coding, so I'm just following the above instructions, praying that it'll work.) When I tried to run the game, it did the C++ installer package window, and then went silent as is the norm come today. I tried to run the game again, in hopes that the installation interrupted the normal game launch routine.

NOTHING has changed in regards to my computer from two weeks ago through today. Not a thing. And yet, I can't launch this game anymore. One of my friends experienced it in the space of less than an hour. He was playing the game, shut it off, then came back to play it again about an hour or two later and found it wouldn't launch. he re-installed and it worked. I re-installed, patched, validated, did this C++ thing, and still nothing. And this is the *ONLY* thread I can find, ANYWHERE, dealing with anything this type of problem.

I used the solution posted by Kevsteele / NewHorizons to get around it never finishing the install for first launch. But now it just says "preparing to launch" or something similar (same as when I launch all games), and it never launches. After the "preparing to launch" screen disappears, steam starts to synchronize as if I had just finished playing it. Strange.
Okay, so my bad on this guys. I updated the VC redist before the holiday but apparently forgot to put the build live! It should be fixed now.
