So I've played this game for a while now, and I came across an interesting... well, I'm not sure if its a bug or not.
Basically, the pirates attacked me early to mid game. They killed off enough of my crap to pay bounty. However, rather then leaving, they just sit in my area, shooting my trade/refinery ships (This is a heavy traffic zone for me). I assume there is something on the pirates that they won't leave an area with all these easy target ships running around. I have put a substantial amount of bounty on another player, way higher than my own, but they won't leave me alone! It's cycled through 3 or 4 pirate's raids now, and I don't seem to have any bounty still on me.
Any suggestions?

A pirate raid, when launched, goes to a gravity well of whoever has the highest bounty. But they stay there until they are either destroyed, or they have nothing left to attack in that gravity well. So it doesn't matter if there is still bounty on you, or if there is bounty on other players. You have to kill the pirates from the initial, or completely abandon the gravity well they are attacking.

Self destruct your stuff and they'll leave--plus you get the salvage credits there too. If they aren't already queued to jump out, even a construction frigate or passing scout/trade/refinery ship will make them come abort the jump and return to combat.
In SP mode, cluster your defenses so they can do maximum damage--be sure to mix a few repair facilities in too.
Pirates are suckers for refinery and trade ships so having refineries and trade ports in-system will make that a beacon to lure pirates to. Good spot for a starbase or clustered defenses or even mine fields.
A good strategy is to build a few Hangar Defense platforms and use bombers, since they do more damage and the Pirates' heavy hitters are basically Kodiaks with no shields but more health/ armor (pirate corsairs). Ring the world with defense platforms, this is especailly effective if you are Advent and have the synergy ability, since with this your platforms eat the pirates for breakfast. TEC have the Argonev starbase, which has some heavy hitting close range weaponry, and pirates are stupid and like to charge straight at something, so these are effective. On the Advent side, the Transcenia starbase upgraded with Meteor storm is a good idea for any defense, but especially against pirates since all they have are frigates. I would set pirates to inactive until you learn better how to play the game, since I'm assuming you're newer (forgive me if I'm wrong). One important thing to remember about Pirates is that they get stronger the longer the game goes on if you have them active, and I don't just mean their raids get bigger, their ships and structures actually get more powerful, more health, more damage, etc. Really late game their Gauss Defense Platforms do like 86 damage per shot, which is almost 3 times what the TEC platforms can do. Basically what I'm saying is you wanna take out the pirates as early as you can. A good strategy (provided you have Rebellion, of course) is to send in your Titan to intercept pirate raids/ raid their base, as this is a good way to level it up, and once your titan gets to level 5/6 it can probably take out the pirate base on its own if you use its abilities well.
