I encountered the plaguelands swamp wildlands area in the game I'm currently playing, and despite killing all the creatures, destroying all their lairs, and killing Morian the Ruin of Summer, the area is still showing as wildlands and the quest on the right side of the screen still says 'Clear the Scarred Tiles to heal this diseased land'. As this is the first time I've encountered this wildlands zone, there could be something I'm missing on what needs to be done, though I don't know what. However if the above listed things that I have done are supposed to trigger the removal of the area, the trigger did not fire in my game for some reason.
Are you sure you've looted all the lairs? Some of them look almost exactly like regular terrain for that wildlands. (One time it took me ages to find the last goodie hut to loot to clear the wildland.) If you have totally checked all the area and are sure there are no scarred tiles left, then that is definitely a bug and you should report it, including a savegame showing the issue.
I had the same issue but not on plague lands but on the desert land quest where you get the huge library building. I hope this will be fix on beta 4.
Oh yes, I looted all the lairs. The only thing left in the area on the map are the places where you can recruit trolls, assuming you can ever get control of the area that is. And yes, I have had my armies move through each of those spaces as well. In fact, I've had my various armies move through every hex in the swamp and had no other encounters of any kind. In any case, I've moved on now to another game, and if I run into another Plagueland swamp I'll see if it happens again.
So, yeah, definitely sounds like a bug, and hopefully it will be fixed for Beta 4. May be to do with saving and loading between getting the wildlands quest and completing it.

I guessing it's a bug as well, though I wish I could help more by knowing what it was specifically that caused the problem. It seems that others have not had a problem with finishing this quest, so it must have been something specific that happened in my game.
And yeah, it wasn't just 1 troll camp, it was like 3 of them, as well as a gold mine, a place to harvest death mana, and another mana shard as well thought I can't remember now which type it was. So tantalizing, yet out of reach...
This bug still apears to be in 0.952. I have the same situation. Everything cleared except for some troll layers and one flooded graveyard locked since "my faction can not use" and I can not raze.
it might be due to a wandering monster group from the wildlands that is a distance away from the wildlands.

I had this the other way around, after killing Morian the land turned green, even with monster groups still up in the area.
I killed Morian and there were still visual artifacts of the swamp in the new fertile land. This was annoying when I discovered my rivers weren't actually rivers and simply models that weren't cleaned up properly. No piers for me.
All around, lots of bugs involving this Wildland.
I also had this in my latest fe game where I cleared the swamp out an then built three towns in the area, but none of the towns (and from both clothmap AND closeup views all three were next to the river)could build either the piers or watermill.
definitely irritating and a BUG.
This also happened to me and I think there might be some sort of invisible "Troll Warrior" somewhere. I received a "taunt" message from one and none of my units or cities where adjacent to one, nor could I see a single one on the cloth map or the regular.
After ridding the Wildlands of enemy units, I moved on once nothing happened, but left three Pioneers standing by inside the Wildlands, just in case. A dozen turns later, I set an offensive unit to move through the Wildlands on its way to another destination, and I got one of those pop up "taunts" from an NPC, a "Troll Warrior" telling me to stay away from his stuff.
I looked at every single city and unit on the map and I was not adjacent to any enemies that I could see. The Wildlands was a Morian one, which had had Troll mobs. I perched on every notable square I could identify on the cloth map, but the Wildlands ZOC never dispersed and my next step is to make a line of units and "sweep" it from the north of the Wildlands to the south to see if a battle starts.I'm playing as Tarth, so NPC monsters don't attack me.
Tarth still doesn't sit with me right...
IMO, it's equivelant to saying "I don't want to play half the game, so I picked Tarth". You're kinda jipping yourself the experiance...
But that's just my opinion. I don't think 'll ever play Tarth because of it...
Monsters in(/from?) wildlands are supposed to be immune to Tarth's ability.
I'm pretty sure that even though all the wild-land areas are supposed to be immune to Tarths master scouting, a good majority of them will ignore you or even run away from you (since they can't attack you). But, that is just my experience.
On topic, I also had this glitch after clearing the wild-lands and was unable to claim it, I did however also receive a taunt from a troll but was unable to find it, as stated.
Also, in my humble opinion, the wild-land bosses should just drop good gear... I am tired of clearing an epic fight and getting a wetstone
