I am not sure if this is by design, but if you are trying to send Envoy's in to the spaces owned by an friendly TEC Rebel once they start to get pirates hanging out in there planets they will kill the Envoy's making it very difficult to boost relations to get any of the pacts. Also since they can ally with the pirates would not the allies of the TEC Rebels also be the pirates allies as well? Maybe adding that to the first pact you get would be something to look into.
Eh TAR is a strange ability really. As much as I understand it says "makes YOU friendly with neutral factions" I think all Neutrals under your friends planet control should be friendly towards his allies as well. Merely because its a nuisance. Its not actually a bug, its doing what it was designed to do, just its annoying.
It would be nice to see each side get its own diplomatic pacts as well. That way they could very easy fix this with a pact that made it so your allies worked with them as well. Since right now the side you chose gives you the same diplomatic buffs which is kind of silly. I mean the Vasari in Rebellion are going to be very black and white as far as diplomatic stuff goes. Since one side wants to work with other races and the other does not. Same could be said for many of the other sides in Rebellion.
Yes I've found this to be very annoying as well. If truce among rogues is going to completely negate the effects of insurgency, why even spawn the ships?
