Does anybody give their heroes this? I convert mine into mages.
i will sometimes get this for an administrator type hero. There is one skill administrator 3 that gives 10% bonus to gold production, training time and construction time. Generally this a good choice for a tanky type hero that you dont use much if you don't want the path of defence. park, and manufacture gold.
I usually get this for the 1st hero I recruit, who I shelf after the exploration phase, and recruit a better one to lead my armies. Even better if I can get merchant on them.
Path Of The Governor plus Adventurer's Guild stack pretty well. But if I don't have that, the thing about this particular path is that I still want to level it up and that takes battles, which governors aren't quite as good at as other classes. In a way, that's an interesting tradeoff, because this may result in a minor slowdown of creature killing to gain an economic edge.
If I start a game near a 5/2 tile with a nearby farm location, I usually take it just for the faction prestige. It's a weak hero but if you want the administrator traits, it doesn't matter if he gets injuries in battle so you can be a bit careless.
I would go so far as to say that if I end up levelling a hero very quickly at the beginning, Path Of The Governor is the best path to take for your sovereign and your pick-me-up second hero. Get it while you're still small, and those little merchant bonuses that the heros pick up after getting the Gov path are extremely nice. Nice as in making gold for a significant while on zero tax rate. Wait until you have a big empire to try it out, and those Gov traits aren't nearly as valuable.
I definitely use Path of the Governor.
The real issue with POTG is that you don't get XP for governing, and you need lvl 4 to get it, so you have to fight to get it.
I agree, I suggested before that champions should get XP for just sitting in a city, maybe 1/turn. Then give bonus XP for constructing units/buildings, maybe even bonus experience points for defending a battle.
They should look at the "administrators" from Master of Orion 2 for how it should work.
And you dont progress after or while you are governing.

You mean besides the Adventurer's Guild? Should there be a separate hero trait which grants slow exp over time?
I don't understand this comment. No hero talents offer direct experience. I think what you mean is that the governor abilities don't help with combat abilities, except that the hero still gains HP and stuff for levelling up. But trust me, that getting a couple of merchants will pay for any supplemental units that the hero will need until the midgame.
He means that if your using a governor (governing) than hes usually not growing levels. Wheras a warrior, the more he fights the tougher he gets.
But I can still take my governor to battles. Merchants and researchers provide bonuses no matter where they are.
I think its fine for a few traits that give global bonuses to research/production/gildar/mana.
However, I think it would be nice if there were also traits that gave bonuses only to the city your hero is stationed at. These could be more powerful, and require you to make a choice: which city needs the bonuses most. This would make governors play differently, which would add some nice variety and also skirt around the XP sharing mechanic to a small extent.
Some traits require you to park you governor in cities, where they can't fight to gain xp. This is the major issue about why the pathe isn't taken very often.
There's also the fact that a path of the governor hero seldom has the skills required to win those fights that would give him XP.
Which is why I suggested you can level up a governor by leaving him in the city, by getting XP from building stuff. Also, getting an extra 1 or 2 xp per turn.

I don't have a problem leveling governors... just stick some spearman with him and let them do all the work. He'll stand back and cast haste, slow, or heal. If it really needs a buff, then maybe add a maintenance reduction for units in his army, should do the trick.

I have no problems with using govenrners in fights whatseover. Even if they don't have fighting skills such as a path of the warrior or mafe or assassin or defender, they do get to use some kick ass fighting gear such as boreal sword or whatever gear you happen to pick up or the support buffing spells that you can pick up through your magic tech tree - both the random tech and the blessing spells etc.
The Main complaint here is that i should *not* have to take my governor out of his domain of specialty. I WANT him PARKED in my TOWN. I WANT my administrator bonuses. I want to get my +10% gold to pay for more effective fighting units than him. But if I want to get more xp for him i need to take him out of his element of supporting my empire/kingdom. I want to be able to move him into my new town to get a 10% faster build time or keep him in my military town to crank out 10% more units. Thats his job.
The administrator trait should come with the + chance per season when in city to get xp as part of its main trait. Or maybe some bonus based on
***city/pop growth
***Units/building built.

I use PotG on some champions and it has always bothered me that this particular path needs to be gaining experience through battles when their entire function revolves around city/administrative bonuses. I think the XP gain for PotC champions should be handled in an exclusive and different manner so they can stay in the city.
I have a neat use for governors actually. I take one with me when I'm going about capturing enemy cities and it helps get the city back to full production right away without having to wait on unrest-reducing buildings.
What this means is that I can be training new troops close to the front lines right away, especially if it's a fortress I took and all the troop buildings are present already. Useful if I'm fighting a bloody campaign or my existing troops just don't cut it. I mean yeah, I could just march new troops all the way from back home, but sometimes you just don't want to do that, say if you need to fortify the main part of your empire against attack as well.
Leveling your hero vs using your hero (parking him in town) is an unfun choice. The other paths don't have to make this choice, they can do both at the same time.
Path of the Governor does need some love.
