Unless you custom name your cities, after you have more than 4-5 you can start losing track of which city is focusing on what (presuming we get to a point where cities actually have to specialize). It would be nice if, when a city leveled up three things would happen:

When this occurs, you de-select whatever you had selected and select the city. You can find lots of info in the bottom left corner.

Yeah it did this in WoM as well, and people STILL complained that there was no info, even though it was right in their face. I feel your pain, Jean-Luc.

I guess ideally we should be able to choose when we want to level-up. A button on unit/city details screen perhaps.
That's great! Oh, wait. Where does it show unrest? Or what I am paying in maintenance? Or how many materials the city has? It shows Guildar, Growth, Research and Production, and not as part of the active UI element. I don't think the details button in the HUD is clickable with the dialog up. (I could be wrong) I am just asking for a Details button in the level up UI window so you can check before you make your choice.
The problem I have is we are given a fullscreen popup almost that has a giant picture of a city. This should be replaced with pertinent data and an increase of the size of the image of the buildings we are choosing from.
