I'd like to be able to access information about the city that's targeted. When this screen appears, everything else is frozen until I make a choice. Often I'm in the middle of another decision when this screen appears. Trying to remember the target city and it's contents off hand is near impossible after 300 seasons ......... Agree. This would be helpful. Most times I do have that info but every now and then I don't have that crucial info.

better solution: ditch level up bonuses so people don't have to worry about these sorts of things.
if you want cities to be able to specialise as they level up, assign these specialisations to buildings that require a certain level (and that you can only choose one of from a selection). that way players can do the specialising as and when they choose, and all the info is contained in one place: the buildings list.
level up bonuses are a clunky, half hearted way to make people care about levelling up. it smacks far too much of the "+arbitrary unexplained percentage" nonsense that we had too much of in gal civ 2. we have % bonus buildings and specialists to help us specialise our cities. why keep an underdeveloped, tacked on mechanic that can be managed much better by the other systems?
everyone just chooses the gold bonus anyway. with the right building selection levelling up will be it's own reward and this annoying screen will not be necesarry.

It would be nice to have a less intrusive pop up that makes one feel as though their not being interupted at an annoying moment.
Myself, I uselly only have 1 city with the gold bonus. All the others are random creature picks untill lvl 4-5 then its either Tech or Arcane bonus'.
I personally put a naming scheme beside each of my city names, so that when the pop up comes, I know precisely what city is being specialized for what.
(G) = Gold
(A) = Arcane
(T) = Tech
Lol I like it Dairuka. How can I have failed to think of that after naming characters things like Warrior, Ninja, Priest and so on in party based games.
If you look in the bottom left half of the info panel, you can see what your city is currently producing. This comes up when the screen does.
If it's producing more tech knowledge than anything else then you obviously want to get the tech bonus etc...

if you run into a situation where another faction is trying to contact you, you get another spell etc.(i'm not sure exactly what combo of things cause this) that info doesn't seem to be there--at least in my experience.
While that is a very practical idea, it is also meta-gaming. Bad Dairuka!
Also, I tend to agree with Sethai on this one. It's like some arbitrary switch has been triggered when your city reaches a certain population. It's nice to receive goodies, but it needs to fit into the game-world structure.
It's sort of like if you're over 18 and you sleep with someone who is 17 years, 11 months and 29 days old, you have just committed statutory rape. But when you sleep with them the next day when they have turned 18, it's all good. What changed?
I'm all the way with Sethai. It's a clunky leftover from clunky early development. The whole notion of city levels should really go out the window. Better to have seemless city development, with buildings requiring a certain number of inhabitants for servicing/working. That way, certain buildings can only be built in cities large enough, or specialized enough.
And yet, until that happens, yes, the inability to access other information upon leveling (like the state of your other cities as well, not just the one that is actually leveling up) is a bother

It just adds another layer of complexity to what otherwise is a very easily understood number game. I have whole metropolises dedicated to Tech, Arcane and Gildar, while every other city is essentially a Junk Outpost, or a Military Farm. I would prefer them to instead expand on the current idea of specialization rather than to simply do away with it, just because it's a minor inconvenience that most players don't take advantage of.

Perhaps we can have a visual indicator? When a player mouses over a city there would be an animated icon beside its name. You could have a spinning gold coin for gildar focused cities, for arcane a book with flipping pages and for tech a set of turning gears.
Lo and behold mortals, for Frogboy and Kael gave us Catapults precisely so we could bring down the Fourth Wall, and so the peasants rejoiced.

Actually, many states (USA at least) tend to have a 'zone' of similar-age where that doesn't quite take effect.. ie: 18yo boy and 17 yo girl.. as compared to 23 yo boy and 17 yo girl... but I understand where youre going with the 'image'..

No one, apart from maybe the Stardock boys and gals.
I've never tried, but can't I simply give +1 karma multiple times to the same person? What then is the point of limiting it to the one option of +1? Not saying there's no point, only that I don't see it.
I think up to a +10 should be allowable, as some people put a lot of thought and organisation into some very detailed posts, and I think that deserves more, as it's something I can rarely if ever be bothered doing. By that same token however, I also can't be bothered giving karma multiple times in a row.
You can see it in the bottom left. In earlier builds they only showed prestige and guildar but now they show arcane and tech so it's easy to decide.
Agree with the OP, the window needs to change somehow, move it to the city book maybe.
However, of more importance: I still think we need more choices than the ones we get now. I like the random guardian spawn (often gives me a monster that can cast spells -strategic at least ), but would like even more options, more materials, more metal, diplomatic points, etc, new hero/champion, free tech level, free spell, item, free units.
I wouldn't mind seeing this mechanic reworked or eliminated (and higher lvl buildings buffed instead), but it's not game-wrecking or anything.
It's way down on my list of complaints.
