Hello friends old and new!
After a lengthy hiatus, I've come back around to enjoy some GalCiv2. While playtesting my Major Minors, I remembered a discussion in another forum about playing a game by democracy. It never went anywhere, but I thought I'd bring it up here. The basic concept is that I'd play a game and post reports, and the participants would discuss and vote on the course of action. The exact details and pace of the game are up for discussion.
I think it would be fun and I'd like to give it a try. Anybody else interested in such a thing?

Well, discussion has been open for almost three full days. Do we limit time in any way to keep the game going? We have three responses, and two more have posted in other topics since the report was posted. With no other response, I'll put together a ballot tomorrow so we can vote and close session over the weekend. Maybe we should have people check in here even if they don't have anything to add. Could help so we're not waiting days for nobody.

Indeed, people should give a sign of life to confirm that they've read the report. No idea how long it takes most of us on average to check in...I think you should also decide the pace based on how soon you need our input. E.g. if you'd like our input so you can start the next quarter over the weekend, I'd say by all means go ahead and post the ballot as soon as you received confirmation from more than half of the council. At least I wouldn't like to be the blocking factor in case I'm late to check in...

I read the report and have nothing to comment on.
All the comments I intended to make have already been made by one of the others, so I have nothing to say either.
Sounds good. Not trying to crack the whip, just don't want to get bogged down. Also I'm really anxious to keep playing. This is actually all kinds of fun for me. The slow pace and character building is drawing me into the game. Knowing I can only play out 12 turns makes me take my time with each turn rather than clicking away the years like I've done is so many games. Hope it's enjoyable for the council.

The ballot's up. I think I got everything important this time around. I didn't add the trade proposal, as it wouldn't pertain to this quarter, but it's on my mind.

I want to say i'm sorry for the abscense, i had some tests this past couple of weeks, i should be more active now.
Hmm . . . I'm a little curious about all the no votes on the Stellar Forge. Kinda expected it to pass since nobody really commented on it. Not sure how to put it in character, so I'm putting it here. What are your thoughts?
Regarding the Stellar Forge, two reasons against: one, the economic situation is going to get worse before it gets better, and I generally prefer to not build non-essential structures before then in my own games.
Secondly, it's a big galaxy and it's very likely we'll expand out farther then this current region. My thoughts were that the Stellar Forge should be placed on an outlying planet, so that the ships built with it can get to the front lines faster. And unlike the OCC, it's not so essential it should be built in a core sector just to keep it safe.
My reason for not voting to build the stellar forge: I'd like to see the galactic bazaar get completed as soon as possible, before any other race manages to do so.
I don't see much benefit in the additional ship benefits it brings right now, seeing that for now we're not building any military ships. The 10% economic benefit would only give us 1 additional bc, so negligible for now.
I would vote for it after the galactic bazaar has been completed though.
Good arguments. The reason these projects have been brought up already is mostly a reversal of the way I usually play. I'm so worried about finding a perfect place to put them that they never get built.
I don't think I've ever built my own OCC. I always capture some horribly placed one before I can get it done. I have it happen with the Tech, Econ, and Manufacturing Capitals sometimes, too. Along those lines, get ready for further Super Project/Galactic Achievement suggestions by the staff. Perhaps being on the front line gives them an elevated sense of urgency.
It's fine if they get voted down, though. Weighing the options is what the council is here for.

No objections here, assuming you're up to speed on the story. I'll add both of you to the list of councilors.
You two are getting in at a pretty good time. Not too much back story to read, and before the major action starts. Let's see if I can get started on the report. This one will definitely take a couple days to crank out.
By the way, I noticed that under the new voting system there's been a few ties. From reading, I assume that a tie means the proposal won't go into effect? Or will it?
By all means keep bringing them up, as you say we shouldn't forget to build them and rather sooner than later. I would even suggest bringing the stellar forge back on the table after the "agreed" buildings have been constructed on Fortuna. It seems the councilors who voted no did so because they deemed it a bit too early to build it; it's not as if we don't want the thing at some point

I guess it depends. I've considered myself the tie breaking vote, but with the understanding that a tie vote means the issue requires further consideration. For example, we can look at three previous tied votes.
1) Navigation Center on Exterra. With the voting tied, I went with my strong inclination to build it. There really wasn't strong opposition voiced, to my recall, and no alternative was pushed.
2) Spending proposals. We had a tie between two proposals that came when we were discussing the silliness of micromanaging spending. It worked out, since the best spending plan ended up at the half-way point between the two proposals. Compromise at its finest.
3) The Stellar Forge. Tied again, but comments in this thread convinced me that it could be put off.
We don't really have a hard policy on it. If a really important or delicate issue came up, such as war or a big ticket item, I guess I might come back for further input.

Qrtxian/Tolmekian: can I suggest that when a proposal is drawn that either of you (probably Tolmekian as Chair/Initiator of all of this) has the casting vote. That is, after all, exactly how it would work in a democracy (vis a vis President of the US in Congress and British PM in Cabinet)
What do people think? I think it would be a shame to say the vote doesn't go through as there could be a few ties....

Just a quick reminder that we should probably wait to post comments in the game thread until the entire report is up. I'm thinking it will just be easier to read and keep track of the report if it doesn't get broken up with comments.
