It might be just a coincidence, but I noticed that whenever I take a tech that reveals new resources, they appear only around my cities.
Is it planned that way?
Because if it is, that means that a good strategy will be to delay the tech until you spread out a bit, which sounds like a bug.
Also, will I be able to see and/or use resources that were revealed by my enemy? will he see my discovered resources if he doesn't have the relevant tech yet?
They only appear where you can see, I do believe. I also believe this is so that you researching a new resource does not screw up cities elsewhere who cannot see the resource (but would not be able to build over a place that contained it)
There is actually a bug that causes resources you can't see to block resources.
I personally strongly suggest to stardock that they create a 'mysterious resource' tile that makes it evident that a resource is there rather than just being frustrated because one cannot build buildings on certain tiles. This is most commonly a problem when I build my city where an enemy city used to exist. I've had situation where I take over other cities and find myself unable to build more than like 8 buildings, or 2 big buildings, because they are surrounded by stuff my faction cannot use.
It could be like an event. "Sovereign XXX discovered a new resource. word of its presence has spread to your kingdom/empire. Perhaps we will find a way to utilize it in the future."
In that nasty old real world there are resources we know exist but can't recover them economically with the technology we have. The Permian Basin in Texas needs a lot of steam to realease the oil that remains, for instance. Similarly, prior to 1960 most natural gas was flared off because handling it was expensive to handle, and it is still burned in a lot of Siberia and off the coast of Africa. New technology makes old resources more available.
Also, new technology does reveal new resources.
There should be an economy in trading one kind of resource for another: Metal and Material for Gold and etc.
I agree that "mysterious resources" is a tile that should be used. It might also lead to speculation, which is it's own kind of fun.
