I started a new game tonight on normal/normal difficulty. In the immediate vicinity of where my Sovereign started were the following:
5 Lost Libraries
4 Midnite Stones (from goodie huts)
2 Patches of Fertile Ground
1 Gold deposit
1 Stone Deposit
I'm still waiting for the partridge in the pear tree.
All of this before I researched my first Adventure tech. No one is this lucky. Could it be a bug/balance issue?
You started ONE game and spawned next to lots of goodies. Your conclusion is that this must be a bug or balance issue.

One thing I absolutely love is that not often, but SOMETIMES, Elemental presents the chance for a city to become a super city.
There were many cities in the ancient world, but some cities had access to a certain resources or excellent positioning that made them greater than any other city could be. Some fine examples would be Constantinople or the Nile cities. You, my friend, could have founded Alexandria.
But wait - where are the rivers? Removed by design or to be added later?

I didn't come to any conclusion, bro. I simply raised the question. And FYI, this was about the 12th game I've started since the Day 0 patch, bro, and the first with that kind of start.

No one is this lucky? People win lotteries every week, you know the probability of any specific person winning a lottery? It's different for each one, but it isn't very probable.
Yes, it could be a bug introduced in 1.06 and you could end up being correct in your assessment, but do some basic tests before posting on the forums about your ONE game in TWELVE. It was the first game you started after this patch, right? You speculate about 1.06 being bugged, so start more games and test it. Games played in earlier patches are irrelevant because in your opinion the bug started in 1.06.
Ive had a starting location like that in my first game of the 1.00v.
I researched tech SUPER fast. When i startet my second game i was disapointet with the lack of lost libs

I've been getting really crappy starting locations, I'm lucky if I get some fertile ground or maybe an iron mine.

Anyway, I think you were just quite lucky, I just started a 1.06 game after the patch and researched a couple of the 'reveal' type adventuring techs, but I don't have anything near my starting city like you do; just 1 fertile ground, a gold deposit and a somewhat distant library. Of course if that starts happening consistently with having a ton of nearby resources, then there might be a problem.
I just started another game under 1.06 after the hotfix. Again, I started with 2 food sources, a lost library, horses, gold, and metal, all within easy reach.

Edit: NM, I see in the OP you stated normal difficulty.
Well, I've been seeing mixed results myself on this. A two out of five game starts did have abundant resources nearby, but that is a rather small sample to pull from. I will say though that in another thread, https://forums.stardock.com/393225, there has been some discussion on this exact issue, so it may be a bug of some kind after all.
pretty random i think. ive been getting sparse to abundant resources.
That's nothin! One time I started a random game and there was a fire, water, earth, and air node all within vicinity of where I started, nearby there were three libraries and a pumpkin patch, needless to say my empire was set.

I've had a pretty good mix of starts throughout. Once in a while you get that uber sexy start with 2 gold mines and/or a bunch of other goodness around, and it gets even crazier with adventure tech.
Other times I get one fertile land and nothing but wasteland in every direction.
