I've unlocked new quest locations through research and they are all above my level? How do I raise my quest level?
I had the same question. There are about 8 chests laying around that I can't get at.
You need to do further adventuring research, some techs only raise Quest level, were as others raise Notable level.
The last patch fixed it so it's possible to gain lvl 5, but it's still bugged, I've been stuck at quest lvl 4, and seen world lvl 6 for notable.
But which techs do what? It isn't exactly intuitive.
They need to let you know what the adventuring research does because the descriptions are either wrong or there are bugs.

There is danger in pushing too hard in the adventure branch - I think - with a lot of things in this game there's still a lot of WTF moments or "experimentation" - but it seems like pushing too hard in some adventure techs will bump up the difficulty of encounters greatly.
I'm in the same boat, I researched the first layer or two of adventure tech and now everything is notable level 2 and I'm stuck at 1, and I have a sexy army that could most likely beat up that lvl 2 stuff if I could get into it without the artificial restriction. I also have no clue how to bump up m notable level - there is nothing on it anywhere that I can find and no techs that I've seen mention it. I know in previous builds I accidentally increased it.
Someone with a solid clue, throw us a bone!
As a side note, so far there are two restrictions I don't like in this game. One is this notable level thing - if I wanna kill myself hopping into a dungeon/whatever I can't handle, let me kill myself - it's part of the trial and error, or trial and victory of exploration. It just doesn't make any sense to me that I need to research the ability to kill myself exploring recklessly. The other is the 50 tile limit on cities that seems arbitrary when I think you should be able to build til you run out of land (still wrestling with that one and I'd love to see a logical reason for this limit from Stardock sometime).
I'm all for gameplay over realism and hey, this is a fantasy game so there's really no limit to what the devs can do, but still. I can see researching tech that makes you better at finding stuff to play with in the wilds (you learn how to explore better) but the whole notable level to actually interact with what you see on the map I'm not getting at all.
It's like you stumble on a ruin filled with undead and start to look around and the skeleton croaks, hey, back off buddy, you're not qualified to explore this ruin and we're not allowed to smite you into the ground, the monsters union doesn't let us beat up on nooblets.
is the "quest" tech line in the adventure tree. it alternates increasing your quest level and notable level. be carefull though, i've noticed often that notable lvl3 tiles show up pretty early in the game and if you push your adventure tech to be able to get them, you may get some pretty great rewards, but there are some combat encounters that you will liekly not be ready for. my lvl 3 sovreign with his small band of observers ran into a pack of 4 20+ hp spiders with something like 15 attack and 10 defense each.

i would like it if things were changed so notable locations and quests would simply not be visible until you had sufficient level. this would stop ALOT of confusion and just make things simpler.

There is, but then I wonder if this might also be a valid strategy for multiplayer - push your adventure research to make the world as hostile as possible to counter players farming goodie huts and the like. It'll be interesting to see how that affects things.
I got to notable level 5, but with a bit of weirdness. I researched the complete adventure tree, I think the last quest tech is supposed to give you level 5, but I only had level 4. I then did the quest to retrieve the dragon egg, got the dragon and was suddenly notable level 5. So it might just be a delay in the tooltip (I've noticed these things don't update as quickly as I'd like) or it might also be connected in to your reputation or party strength.
I suspect the limitation is partly to prevent you embarking on the master quest too early.
