Sorry cannot capture pic of this occurring but during Character modification and some initial game setup screen I becomes almost unreadable due to flashing lines in the image. Not sure if it is my graphic setting, hardware, etc. But it only does it on two of the initial and the others look fine. I will try and capture what occurring.
Also occurs in game when trying to create unit type.

Please provide your debug.err file. It sounds like a video graphics driver issue, so if you haven't already, please make sure you have the latest drivers for your video card.
