Subject says it all, I guess the way it probably occurs is:
1. Delete file from USB drive (not sure if precence of recycle dir enough)...
2. Wait a bit
3. Run handle.exe (sysinternals) and you will see:

4. USB drives Eject should now fail.

The reason it happens is because each HDD has its own hidden Recycler folder that is the actual location of Recycle Bin. So when you delete stuff from that HDD it goes to that folder. Therefore, if you have a Recycle Bin in a dock and you empty it, OD goes off and polls Recycler folders on all present HDDs, then giving you a sum of items that will be purged. The problem is that once this polling is done OD is supposed to take back its handle, but it does not. It's a bug and I hope that Stardock will fix it.
