I have ultimate edition, just installed and runing the latest patch form impulse.
I know there are many display bugs in the abilities section, with many bonuses being displayed as a % when they should be abolute ammounts. BUT
Influence is not listed correctly. Under my abilities tab, it lists my bonus as 4(%), but on all of my planets, it is reported as 7 civilisation bonus.

P.S Is there a subforum for reporting these gameplay bugs, as opposed to hardware, or graphical glitches?
The influence generated by each planet will always be different than what is displayed on your abilities page by design.
You can check out the wiki on the subject here: https://www.galciv.wikia.com/wiki/Influence
Basically, the number shown on you planet's screen for influence is affected by the amount of population on the planet, any structures on the planet that affect influence, and your racial modifier (the number shown on your abilities screen)
Your racial modifier (the one on you abilities page) gets increased by mining influence resources, finding certain anomolies, researching certain techs, and building certain projects like the Restaurant of Etenernity.
I can't find the eact formula for it, but that should help.
Also, influence as displayed on your abilities page is and should be a percentage and not an absolute, since it is modifying the hard-coded base value by a certain percentage, while influence as displayed on your individual planet's page will show the correct value for that planet after all the bonuses have been factored in, and as such will not be a percentage, but rather the actual amount of influence generated by that specific planet. The number in parenthesis after that number indicates the amount of foreign influence acting against that planet.
As for reporting bugs, you can use the Support & Bugs link on the left side of the page - but be aware that Stardock doesn't browse these forums much anymore, so sending an email to support@stardock.com will get you a faster official response.
