Sins develloper is KO for now!
It's buggy as hell, I wouldn't recommend using it!
The best way is to open your user.settings and set the SHOWERRORS to TRUE! that way you'll get the real errors not those fake develloper made mistakes

i did set it to true but all i got was a minidump and no message i tried tht before develepor because it is very buggy

An error in all those three abilities is that you cut out a line that was meant to be set!
Ie. in your last example, the
Line Contents is: buffEntityModifierType "DamageAsDamageDealer when it should be entityModifier
The other line tells you ion which file that particular error is located!
To rectify it, simply open the original file of BuffWeaponSurge and compare your version to the vanilla version and youll find your error!
Correct it then do the same thing for all 3 previous errors and launch the game!

The way the Sins engine works is that it requires very specific structure to the entity files. Everything that's in there needs to be in there. You can't go deleting lines because the game expects it to be there (even if it's 0, or blank quotes).
Pretty much the only time you can delete stuff is for things with counts. Like if you take out a weapon from a capital ship, you just set the number of weapons to 2 and delete all the lines for the third weapon. Lines that don't have counts cannot be deleted.
And on the flip side, no new lines can be added unless it's also part of a counted/variable stat.
