So, I actually made up a campaign on the GalCiv Editor, and it is called Borg Apocalypse. As the title suggests, you are fighting against the Borg. You get to choose from 5 empires; the Federation, the Klingons, the Romulans, the Cardassians, or the Ferangi. And then there are a bunch of minor races (e.g. Vulcans, Breen confederacy, etc). While political alliances may shift from time to time, everybody is at war with the Borg.I might post the scenario for download later, after I work out the kinks.
I made the Borg almost God-like in this campaign; that is, they have all the techs all researched already, all the best weapons, all the best construction projects, etc. The rest of the races, on the other hand, are not, some are a little more advanced than the others, although all of them have phasor technology by this time. Personally, I think I made the Borg a little too strong, as you will soon see...
All ship designs for each species are there, with the Federation having the iconic USS-Enterprise D. With the story line, I made a little alternative Star Trek history here, as when the game begins, the Klingons and the Romulans are at war with each other (there are no locked alliances however), the Federation will have to deal with corruption issues and ridding itself of Romulan spies, the Ferangi are only concerned with profit and as such their military weaponry won't be as developed, and the Cardassian empire, while having the same techs as the Federation, will not have a very large fleet and the smallest empire of them all.
The Borg start of with 6 ships; 2 Borg Cubes, a Borg Sphere and 2 armed transports. At the beginning your weapons will be far too inadequate to take them out unless you have a large enough fleet. But of course, you won't know where they will begin, nor will you actually have the organization necessary to mount such an attack (after all, you have your own domestic problems to worry about, not to mention hostile aliens).
So anyways, here are the rest of the maps specifications:
Tech rate: Very Slow (By game design, you are not supposed to be able to catch up with the Borg).
Map Size: Gigantic (To give a little time to set up defenses before they come crashing in)
# of Major Races: 5
# of Minor Races: 12 (Some can aggressively colonize, heads up)
Condition for Victory: Defeat the Borg.
And so, now we begin this tragic tale......
Very Brief Backstory:
As we all know, shortly after the disaster that was the Battle of Wolf 359, the Enterprise D was able to stop the Borg before they could assimilate Earth. According to the main story line, Starfleet was able to recover after 6 months, and apparently their main enemy (the Romulans) didn't really do anything.
However, I will diverge from this main storyline and go into alternative history, since that is much more interesting. So, after the Battle of Wolf 359, and the subsequent massacre of the combined Starfleet and Klingon fleets, as before, the Enterprise was able to stop the Borg. The Romulans, however, saw this as an opportunity to attack the Klingon Empire, now that they have been weakened. With the Federation completely unable to aid them, as they had to spend time licking their own wounds, all they could do was stand by and passively watch as the Romulans invaded large tracks of Klingon space. They were able to send them some military aid though. Anyways, the Romulans were able to get quite far (about 1/4 of their Empire under occupation) until the Klingons regrouped and drove them back somewhat. While not reclaiming all of their worlds, they drove them back, and for the past 2 years (since the battle of Wolf 359), both the Romulans and the Klingons have been at a stalemate.
The Federation, while sending aid to the Klingons, have decided not to get involved openly. The Ferangi have been using this war as a golden moment to profit from it, selling weapons to both sides. As well, Starfleet intelligence has discovered that they have also been stealing Federation technology and secrets lately, and then selling them to either the Klingons or the Romulans, who ever was able to pay a higher price for them. The Cardassians have maintained a state of strict neutrality in this war, although Starfleet has gathered evidence that suggests that they are initiating in a backstabbing campaign against the Klingons (e.g. espionage, sabotage, etc.).
All the while, the Borg have returned, and this time with more ships. While they have suffered losses at Sector 001, they nonetheless have gained lots of valuable information about the Alpha and Beta Quadrants, including detailed information on all major empires and species. This time, they have come to assimilate all species in this part of the galaxy...
For this scenario, I decide to play as the United Federation of Planets, so I am the humans. The Borg, of course, are public enemy number one. And while I must deal with domestic issues and regional politics, our top Starfleet scientists and military officials have been contemplating and preparing for the inevitable conflict with the Borg. The question is, will the rest of the known universe help us with this impending threat?

President's Log
Times have been very tough for the Federation lately. From the Klingon-Romulan War to the general social anxiety, they all have taken a toll. We are still trying to recover from the disaster that was the Battle of Wolf 359, while at the same time trying to covertly aid the Klingons against the onslaught of the Romulans. In addition, Starfleet intelligence has informed me that both Romulan and Ferangi spies have infiltrated some of our most sensitive areas, leaking information to foriegn interests, and even bribing public officials to leak information and technology, or sabotage our efforts to aid the Klingons. Indeed, we have only just recently arrested a starfleet officer for trying to smuggle passwords, which would allow them to gain access to our deep space starbases along the neutral zone. He is, as of right now, standing trial for treason and accepting bribery...
And yet, as I mull over this, looking out the window of my office which overlooks the San Fransico skyline, I know there are far worse things to come.
Recently Starfleet intelligence has been sending me some very disturbing reports. We lost contact with the USS-Peking, which was a reconnaissance ship responsible for gathering data in a nebula, not too far from Ferengi space. It was later confirmed destroyed. At first, we suspected the Ferengi responsible for this act, but their government has vehemately denied this. Starfleet soon dismissed this notion after further investigation of their logs. In particular, in their final transmissions before they disappeared, they had sent an S.O.S. that they were under attack. They had reported that they had observed a large, cube shaped ship, that started attacked them without any provocation whatsoever. Before they attacked, we all heard the eerily familiar phrase "Resistance is Futile". Shortly afterwards, all transmissions ceased.
Further more, our deep space probes have identified not one, or two, but SIX unidentified ships coming from Beta Quadrant at phenomenal speeds, moving as high as Warp 9.8 by some estimates. While there is some speculation that they might be new Romulan (or Klingon) prototypes, this was soon dismissed as their warp signatures just simply did not match. Further analysis revealed that they were similar to that of the Borg ship that invaded the Federation over 2 years ago.
There is no doubt in my mind that the Borg have returned, and stronger than ever before. As of right now, it is not clear on where this "fleet" is headed, but their intentions are clear. They will stop at nothing until humanity, and the rest of the universe are assimilated into the Collective. My anxiety is through the roof, as the weight of the Federation, our species, and indeed the entire universe have been suddenly thrust upon my shoulders.
There has been little progress on finding ways to deal with the Borg threat. The general state of affairs has gotten completely out of control, and there is no indication that the Klingon-Romulan war will end anytime soon, and certainly not in time to counter the impending doom. The Ferengi are simply untrustworthy, and the Cardassians do not seem capable of giving us any real aid to counter this threat, nor do they seem interested in doing so.
As I sit down in my office, looking out the window at the sunset, I contemplate over my next course of action...

It had been a few days now since I have issued a state of emergency in the Federation. The Borg have already conquered a Romulan outpost just yesterday, and both Romulan and Federation outposts and starbases along the Neutral Zone have been attacked. In addition, we lost contact with Deep Space 4, no doubt that they have already been assimilated.
All planets, outposts, and colonies along the Neutral Zone are now under a state of Martial Law. Federation troops and fleets have been deployed mostly in the Northern areas of the Neutral Zone, where most of the Borg attacks have occurred. I have placed those divisions under the command of Jean Luc-Picard. The majority of our forces, however, are stationed in Sector 001, lest the Borg get any more ideas on invading Earth again.
Fear and anxiety among our top Starfleet admirals and myself remain high. We still don't have any plan on dealing with the Borg, and time is running out. Our weapon systems are still not anywhere near the level necessary to take the Borg head on, and there is no telling how many more ships will soon arrive in the Alpha or Beta Quadrants.
In the meantime, we have been exchanging dialogue with the Romulans for the first time since the Klingon-Romulan war, in the hopes that we may be able to coordinate our fleets against this threat. Much to the dismay of the Klingons. I have tried to get the Romulans and the Klingons to settle on a peace treaty, but to no avail. The Romulans, in particular, still don't seem to have any idea on who they were up against. So far, all affected Romulan outposts are in a state of Quarantine, while we figure out ways to retake the planet and drive the rest of the Borg ships out...

Yeah, I know it's been a few days, I've been preparing for finals here!
It's just set up on my pc, I really haven't had much time to work out all the kinks yet. As for the amount of work it takes, it depends. I'm a total noob when it comes to modding and setting up scenarios in general, so it took me a little while to get it right. It took me a week or so to make it right; I'm still playing around with it though, I might make the Borg a little weaker than this, I haven't won a single game in this scenario yet...
I already finished playing the game for this scenario, although I might post pictures of the Alpha/Beta quadrant map I made...
Anyways, to continue this tragic tale.....

It has now been a few weeks since the start of the second Borg conflict, and while some military officials believe that this may indeed be the final conflict between the Federation and the Borg, we must nonetheless resist them while we still can. The current situation, judging from my reports, is not good at all. The Borg have already increased in number, with fresh recruits from the assimilated Federation and Romulan worlds. All Federation worlds north of the now destroyed Deep Space 4 and west of Deep Space 3 have either been annihilated or assimilated. And despite Jean-Luc's valiance, his fleet has so far been forced to retreat every single time.
The Romulans are in much worse shape, however. Apparently, the Borg fleet (now numbering a total of 11 ships, including 4 cubes) have decided to concentrate their efforts on finishing off the Romulans first. While still a long way off from Romulus, intelligence has confirmed that they have actually captured one of their core worlds deep inside Romulan Space. This world, known as Terix II, was once a major industrial center for the Romulans, producing up to a quarter of their military war machine. All of those assets have now been assimilated by the Borg. Needless to say, the Quarentine has already failed. Now that the Borg have scored their first major victory and captured a critical world, it remains to be seen on how this will affect the course of the war.
At the same time, the Klingons still aren't agreeing to a peace treaty yet, although they have been cautious about launching a huge counter-offensive due to the presence of the Borg. Already, there have been reports of attacks on Klingon starbases by Borg ships. As well, Ferenginar and even the Breen have reported attacks on their trade routes and ships.
While things look bad, not all hope is lost. Starfleet scientists and engineers have assured me that they are on the verge of creating weapons that will actually have the capability to do some damage to the Borg ships themselves. With any luck, we might be able to destroy all Borg ships and then retake all the worlds before they become too strong, or more of them come....
