I have noticed that often times even if you have the previous upgrade you cannot purchase the next even if you have the gold..what determines when you can upgrade a skill? is there an overall citadel level and if so..where is this shown..is there skill/citadel level tree anywhere?
I'm pretty sure as your war effort ranks up you are able to level your citadel skills.
Yes, it is war rank. Your war rank is the number along the top of the citadel upgrade tree. It can also be seen on the score screen when you are away from the citadel. The war rank is increased by holding control of flags.
If you press 'Tab', then you get the score sheet. Next to each team is a war score, and then a level in paranthasees (The war score is what determines your level). On the citadel upgrade screen, you can see what score you need at the top (similar to what level you need to get an ability in your skill tree).
Also, you upgrade your war score by holding flags on the map.
