Why is it that when I try to run a animated wallpaper, I keep getting a message that tells me that the Desktop Window Manager isn't running. My DWM is for sure turned on.

Yes I did but I still can't figure out my problem.
Open Display Properties and look to see which color bit you are using. Try switching to 32 bit, then reboot.
are you running any customization software like windowblinds or anything? that makes a difference,
if you are running Aero, the title bars have to be transparent or it's not running... if you are running the basic vista theme, and not the aero DWM won't run...
a sure way to see if it is running press the win key, and tab, it should do the window flip thing.... if it doesn't do that, it's not running....
I am running windowsblinds, My operating system is only Vista basic and I don't think I Have Aero. I did press the win & tab key and it did do the window flip. I also checked again and computer does tell me that DWM is running, But I still get the screen that tells me that the uxsms is not running.

I went to the suggested site. I too have also run the experiece index,(my base score is 3.0), and rebooted computer over and over. Still a no go. Could not find the event veiwer however.
click the start button and type "event"
When it shows up, click on it.
I found the event veiwer. No errors were reported in it.

then you don't have DWM... dwm doesn't run on vista basic.... you have to have aero....

Vista Home Basic does come with a cut down DWM (no flip3d or blur) and a cut down Aero theme.
Yes indeed, it does or I wouldn't be able to enjoy DeskScapes.I got the same error when I tried to update to v2.00.058 while using WB's. The latest version( 2.50.069 ) runs just fine on my Home Basic rig with WindowBlinds applied.
Try unloading WindowBlinds(apply the Windows Aero WB) then go to Control Panel\ Appearance and Personalization\Customize Colors and click on"Open classic appearance properties for more options" You will see Windows Vista Standard;Windows Vista Basic;Windows Standard,etc. Make sure Vista Standard is selected.Try running DeskScapes.
This is what it took for me to not get a DWM error with .058 but as I've stated,the latest build of WB's and DS do work together on my HP.It's not a fix but maybe it will give some clues as to what is happening.

Now would be the time to contact support if you haven't already and reference this thread.Also make sure your drivers,WindowBlinds and DeskScapes are up-to-date.(through Impulse)As I noted,it used to be a problem but it was fixed for me by the newest version(s).DS and WB's can play together,work with support and I'm sure they'll get you fixed up.

open the program for the icon... and select whatever skin you want... windowblinds will know what to do now... I've been helping other people with similar problems, and once you have the dwm running, it really doesn't matter... but try to run WB6, and Vista ready skins... they tend to have less problems...
Therein lies the problem, I think.WindowBlinds changes the mode to Windows Standard when applied.I'm no software expert but I'm guessing this either disables the UxSms service or tells DeskScapes that it has been disabled. I reported this long ago and had been ignoring the .058 update as mine worked fine with v2.00.055. but broke when updated. Since updating to the newest version,the problem is gone and everything works as it should.
I've been testing it lately and if you run a windowblinds theme, imediatly after applying aero UXMS runs, but it if you do so after applying windows classic or vista basic it is gone, so from what I've noticed he should be fine...
